Guidelines in the Application of the Grandfathering or Interim Certification of Experienced Aviation Security Staff

DOTr-OTS MEMORANDUM CIRCULAR NO. 2018-01

 

Pursuant to the Executive Order No. 277 (January 2004) as amended by Executive Order No. 311 (26 April 2004); the National Civil Aviation Security Program (NCASP); Memorandum Circular No. 002-2016 (10 Jun 2011); OTS Transportation Security Regulation Nos. 012-2010 (DOTr received date 10 January 2011) and 014-2010 (undated); and in compliance with ICAO standard set forth in Chapter 3, Paragraph 3.4.2 of Annex 17 — Safeguarding International Civil Aviation Against Unlawful Interference, requiring the appropriate authority in each contracting State to ensure that persons implementing security controls possess all competencies required to perform their duties and are appropriately trained according to the requirements of the NCASP, the OTS supplements items VI. Guidelines A (1) (b) (i) of Memorandum Circular No. 002, Series 2016 to read as follows. HTcADC

"VI. Guidelines

A. Qualifications of Experienced Aviation Security Staff

1. Aviation Security (AVSEC) Screening Officers (OTS, SSO, Private and Government Security Guards and Non-Security Guards)

b. The AVSEC screening officer must demonstrate and/or have

i. at least trained 2nd year college or has acquired at least and year college or with a minimum of 72 academic units in College.

 However, this requirement shall not have a retroactive application. Personnel who were appointed, confirmed and deployed as AVSEC screening officers prior to the issuance of the National Civil Aviation Security Training Program (NCASTP) and OTS MC No. 002 S. 2016 are exempted.

Effectivity. This circular shall take effect immediately. A copy of this circular shall be deposited with the University of the Philippines Law Center, in compliance with the Revised Administrative Code.
