Pursuant to Executive Order No. 277 (Jan 2004) as amended by E.O. No. 311 dated 26 April 2004; The National Civil Aviation Security Program (NCASP); OTS Transport Security Regulation No. 001-2006 dated October 23, 2006; OTS Transport Security Regulation No. 010-2007 dated July 01, 2007; and OTS Transport Security Regulation No. 014-2010 in compliance with the ICAO standard set forth on Chapter 3, paragraphs 3.1.7; 3.4.2; and 3.4.3; of Annex 17 — Safeguarding International Civil Aviation against Unlawful Interference, requiring each Contracting State to unsure the development and implementation of an instructor certification system; that the persons implementing security controls possess all competences required to perform their duties and are appropriately trained and that appropriate records are maintained up to date; and that persons carrying out screening operations are certified according to the requirements of the national civil aviation security program, the OTS amends Chapter 1 — Definitions, to include the definition of Certification Jury; and some provisions of Chapter 4 — Certification; and Chapter 8 — Training Records of the NCASTP 2013, as follows: CAIHTE

1.4 Definitions

Certification Jury.The panel to conduct oral examination (interview) of the applicants for certification compose of the OTS Administrator or his duly appointed representative, as Chairman; the Director/representative of the Transport Security Oversight & Compliance Service (TSOCS);and the Director/representative of the Transport Security Accreditation and Training Management Service (TSATMS) as members; and representatives from Accreditation and Certification Division, TSATMS as the Secretariat.
Chapter 4
CERTIFICATION
4.1 Screeners
4.1.6 All candidates applying for certification as an aviation security screener must file a letter of intent, duly endorsed by the Director, Transport Security Risk and Management Service (TSRMS),OTS or the concerned head of agency or aviation security stakeholder, and addressed to the OTS Administrator, with Attention: Accreditation and Certification Division, Transport Security Accreditation & Training Management Service (TSATMS). aScITE
4.1.7 All persons being considered for employment as an aviation security screener must possess the qualifications as defined in paragraph 2.2.1 of this Program. Applicants must be in excellent physical and mental condition to be able to perform their duties to an adequate standard, as attested by a Department of Health-accredited medical unit.
4.1.9 The certification of security screeners involves a two-stage process consisting of written to and practical examinations, containing questions relevant to the operational, technical an general aspects of civil aviation security and consistent with the subjects being taught during training:
4.1.9.1 The written examination shall be based on the contents of the ICAO Standardized Training Packages (STPs)/OTS Standardized Training Packages for screener and the NCASP;
4.1.9.2 The practical examination shall test competency on the following:
a) the ability to operate screening equipment and understanding of related safety issues;
b) the features of X-ray systems in operations;
c) the screening and manual search of persons and baggage, and the the ability to correct procedures; and
d) the rules of conduct for dealing with passengers and critical situations.
4.1.12 If one or both the certification stage is not completed successfully, the candidate shall be allowed to retake the failed examination(s) twice (2x),within one (1) month from the date of examination.
4.1.13 Upon successful completion of the two-stage process, the candidate will receive an official certificate containing a statement of competence as an aviation security screener.
4.1.15 The re-certification procedures follow:
4.1.15.1 Security screeners shall attend a specially-designed refresher training annually.
4.1.15.2 After completion of the annual refresher training, each security screener shall be subjected to the two-stage certification process. A passing grade of eighty percent (80%) in every examination corresponds to successful completion of the two-stage certification process.
4.1.15.3 If a security screener is not successful in one or all of the re-certification stages, he/she shall be allowed to retake the failed examination(s) twice (2x),within one (1) month from the date of examination. DETACa
4.1.15.4 A certificate of medical fitness issued by the accredited medical unit of the Department of Health is required in the re-certification of security screeners.
4.1.15.5 The re-certification as an aviation security screener is valid for one (1) year.
4.1.16 An aviation security screener shall not exercise the privileges of the certification during any period in which medical fitness has, from any cause, decreased to an extent that would render him incapacitated to work.
4.1.17 Certification issued to an aviation security screener shall expire upon resignation, termination or separation from the service or shall be cancelled or revoked if the holder is found guilty of an administrative, civil, or criminal offense.
4.2 Supervisors
4.2.5 All candidates applying for certification as an aviation security supervisor must file a letter of intent duly endorsed by the TSRMS, OTS and the concerned head of agency or aviation security stakeholder, addressed to the OTS Administrator, with Attention: Accreditation and Certification Division, Transport Security Accreditation & Training Management Service (TSATMS).
4.2.5.1 The letter intent must be supported by relevant information, which as a minimum, shall include:
a) full details of personal data, with recent and authenticated photograph;
b) education;
c) training and previous employment;
d) and other information for verification of the applicant's identity.
4.2.6 The minimum requirements for an applicant for supervisor's certification shall include, among others:

f) documentary evidence in support to the foregoing
4.2.9 The certification of security supervisors will involve a two-stage process consisting of written and practical examinations, containing questions relevant to the operational, technical and personnel management aspect of civil aviation security. HEITAD
4.2.9.1 The written examination shall be based on the content of the ICAO Aviation Security Training Packages (ASTPs)/OTS Standard Training Packages for AVSEC supervisor, and the National Civil Aviation Security Program.

4.2.13 Upon successful completion of the two-stage process, the candidate will receive an official certificate containing a statement of competence as an aviation security supervisor.
4.2.15 ...

4.2.15.5 The OTS shall notify the security supervisor and/or the requesting office/agency of the outcome of the re-certification request. The re-certification of an aviation security supervisor is valid for two (2) years.
4.2.16 The certification issued to an aviation security supervisor shall expire upon resignation, termination or separation from the service or shall be cancelled or revoked if the holder is found guilty of an administrative, civil, or criminal offense.
4.3 Inspectors/Auditors
4.3.1 The certification of national aviation security (AVSEC) inspectors/auditors is designed to ensure that all persons involve in the implementation of the national quality control program understand the principles of quality control and knowledgeable of the aviation security procedures as contained in the national program for aviation security.
4.3.2 Passing the inspectors/auditors certification is a prerequisite before one can be authorized to carry out monitoring activities/quality control responsibilities, respectively.
4.3.3 The national AVSEC inspector's certification will be a three-stage process consisting of written, practical and oral examinations.
4.3.3.1 The written examination shall include questions on aviation security, quality control methodology and techniques, and report writing exercises.
4.3.3.2 The practical examination shall involve monitoring exercises required by experienced inspectors or auditors in the capacity of instructors, during the on-the-job sessions.
4.3.3.3 The oral examination shall cover exercises relating to the conduct of a meeting or interview, to be demonstrated before the Certification Jury.
4.3.4 Candidates for national AVSEC Inspector's certification must possess the qualifications as defined in paragraph 2.4.1 of this Program.
4.3.5 ...The letter-request must be accompanied by relevant documents which include, among others:

d) other relevant information to facilitate a background check to confirm the applicant's identity and commercial, financial or criminal history.
4.3.6 The candidates for national AVSEC inspector's certification shall be subject to specific training, and 6-month OJT training, based on the Aviation Security Training Packages (ASTPs)/OTS Standardized Training Packages for AVSEC inspector.

4.3.6.1 The national AVSEC inspectors training shall involve on-the-job sessions supervised by experienced inspectors or auditors in the capacity of instructors who shall be appointed by OTS.
4.3.9 Candidates who obtained a minimum mark of eighty-five percent (85%) in both written and oral examinations for inspector and oral examination for auditor shall be issued certificates containing statement of competence as national security inspector/auditor.
4.3.9.1 If any or all the certification stage is not completed successfully, a candidate shall be allowed to retake the failed examination twice (2x),within one (1) month from the date of examination.
4.3.9.2 Failure to pass the certification process shall mean that the applicant is ineligible to be employed as a national security inspector/auditor.

4.3.13 Candidates for national AVSEC auditor's certification must possess the following minimum qualifications:
a. completion of tertiary education;
b. minimum of two (2) years-experience in aviation security or other relevant fields;
c. completion of national inspector course;
d. with very satisfactory performance rating as a designated/assigned Team Leader of national inspectors for at least two (2) consecutive years.
e. knowledge of the international regulations contained in ICAO Annex 17, and of the NCASP and its regulations; ATICcS
f. good knowledge of air transport operations;
g. working knowledge of practices and procedures for the implementation of aviation security measures;
h. absence of a criminal record;
i. clearance for access to sensitive information;
j. adequate physical attributes particularly vision and hearing ability;
k. adequate writing and speaking skills;
l. interpersonal traits such as integrity, good diplomacy, discretion and flexibility; and
m. successful completion of a background-check and presentment of documentary evidence in support to the foregoing.
4.3.14 For AVSEC auditor's certification, a candidate must submit:
a. A written request duly endorsed by the Director of the Transport Security Oversight & Compliance Service (TSOCS),OTS, must be submitted, addressed to the OTS Administrator, with Attention: Accreditation and Certification Division, Transport Security Accreditation & Training Management Service (TSATMS).
b. Relevant documents which shall include, among others: personal data; education and training; employment history; and other relevant information to facilitate a background check to confirm the applicant's identity and previous experience, including criminal history;
c. Recent and authenticated photograph.
4.3.15 The oral examination for national AVSEC auditor shall cover exercises relating to the conduct of a meeting or interview, to be demonstrated before the Certification Jury.
4.3.16 The re-certification of national AVSEC inspectors/auditors shall be undertaken in accordance with the following procedures:
4.3.16.1 All national AVSEC inspectors/auditors must undergo recurrent training in aviation security every two (2) years.
4.3.16.2 The national AVSEC inspector/auditor certification shall be renewed one (1) month prior to its expiration date.
4.3.16.3 The applicant for re-certification must submit a written request duly endorsed by the Director of the Transport Security Oversight & Compliance Service (TSOCS) and TSRMS, addressed to the OTS Administrator, with Attention: Accreditation and Certification Division, Transport Security Accreditation & Training Management Service (TSATMS) requesting for the renewal of the certificate containing the statement of competence.
4.3.16.4 The letter request must be supported by copy of certificates containing training in aviation security and other refresher courses, taken during the validity of the holder's certification as national AVSEC inspector/auditor. ETHIDa
4.3.16.5 All requests for re-certification shall be deliberated by the Certification Jury. The OTS shall notify the national AVSEC inspector/auditor of the decision of the certification jury. The re-certification as national AVSEC inspector/auditor is valid for two (2) years.
4.3.17 Certification issued to a national AVSEC inspector/auditor shall expire upon resignation, termination or separation from the service or shall be cancelled or revoked if the holder is found guilty of an administrative, civil or criminal offense.
4.4 Instructors
4.4.1 The certification of AVSEC instructors is aimed to ensure that adequate standards are consistently and reliably achieved in the conduct of aviation security training. Passing the required certification examinations is a prerequisite before one can be authorized to give instruction.
4.4.2 General requirements shall be established for applicants to AVSEC instructor's certification to guarantee appropriate experience and training to carry out the duties related to teaching aviation security.
4.4.3 The minimum requirements for an applicant to instructor's certification include, among others:

e) successful completion of a background-check;
f) documentary evidence in support to the forgoing;
4.4.4 The preferred qualifications of a candidate for AVSEC instructor's certification include, among others:
a) orientation-training in teaching aimed for adult training, or similar certificates;
b) certification from recognized organization in advanced training courses related to the field of civil aviation;
c) experience of two (2) years or more in civil aviation security assessments, inspection or ICAO program implementation;
d) experience in giving instruction or delivering security courses in recognized aviation topics.
4.4.5 The design of the AVSEC instructor's certification as well as the designation of suitable personnel for the administration of such process shall guarantee that certification is only granted to professional personnel who responds to aviation security training and observes the quality standards to concretize the established principles in the national program of aviation security.
4.4.6 Certification of the AVSEC instructors shall be issued by the OTS to authorize them to teach aviation security courses.
4.4.7 The selection criteria for the certification of the AVSEC instructors include, among others:
a) aviation and teaching expertise sufficient to address the material being taught;
b) competencies in the areas of:
i. adult learning principles;
ii. instructional systems design process;
iii. course/curriculum evaluation;
iv. classroom management skills;
v. assessment of trainee learning skills and delivery of adequate feedback;
vi. facilitation skills; and
c) content proficiency by completing the current version of the course as a trainee.
4.4.8 The AVSEC Instructor's certification involves a three-stage process consisting of written, practical and oral examinations.
4.4.8.1 The written examination focuses on the candidate's knowledge and understanding of aviation security; international and national regulations; and the contents of the National Civil Aviation Security Program.
4.4.8.2 The practical examination evaluates the teaching capability of the candidate by requiring him/her to assume the role of instructor and deliver a specific training module.
4.4.8.3 The oral examination involves a panel interview conducted by the Certification Jury.
4.4.9 All applicants for AVSEC instructor's certification must submit a written request addressed to the OTS Administrator with Attention: Accreditation and Certification Division, Transport Security Accreditation & Training Management Service (TSATMS);or an endorsement by an AVSEC Training School, Center or Institutions indicating intention for certification. Relevant documents certifying the candidate's instructional competency shall be attached to the letter-request as annexes, to include, among others:
a) personal resume;
b) copy of certificate on aviation security training or on those indicating his/her teaching methodology;
c) copy of the documents which certify experience in the field of civil aviation security; and
d) copy of developed course materials or other documents related to the field instruction on civil aviation.
4.4.10 Candidates for AVSEC instructor's certification shall be trained using the ICAO-Aviation Security Training Packages (ASTP)/OTS Standardized Training Packages for AVSEC Instructor.
4.4.10.1 The instructors training will involve on-the-job sessions supervised by experienced instructors.
4.4.10.2 During and at the end of the training course, candidates will take written and practical examinations. The practical examination consists of a 20-minute teaching demonstration on a specific training module.
4.4.10.3 A minimum grade of eighty-five percent (85%) in both written and practical shall qualify a candidate to move to the panel interview conducted by the Certification Jury. A candidate must get a similar minimum grade of eighty-five percent (85%) from panel interview in order to be issued an instructor certification.
4.4.10.4 If any or all certification stages are not completed successfully, the candidate shall be allowed to retake the failed examination(s) twice (2x),within one (1) month from the date of examination.

4.4.16 The initial certification as an AVSEC instructor shall be valid for a period of two (2) years, and can be renewed following the re-certification procedure.

4.4.19 The re-certification of AVSEC instructors involves the following procedures:
4.4.19.1 AVSEC instructors must undergo recurrent training in aviation security and the latest security developments every two (2) years.
4.4.19.2 The AVSEC instructor certification shall be renewed one (1) month prior to its expiration date.
4.4.19.3 The applicant for re-certification must file written request addressed to the OTS Administrator, with Attention: Accreditation and Certification Division, Transport Security Accreditation & Training Management Service (TSATMS; or an endorsement by an AVSEC Training School, Center or Institution, requesting for the renewal of the certificate. The letter-request for renewed must be supported by the following documents:
a) ...
b) Documentation which demonstrates taught courses as aviation security instructor for at least 120 hours of instruction during the validity of the certification.
4.4.19.4 All requested for re-certification shall be deliberated by the Certification Jury. The OTS shall notify the security instructor applying for re-certification of the decision of the Certification Jury.
4.4.19.5 An applicant who fails to pass the re-certification process is ineligible to give instruction in aviation security training courses.
4.4.19.6 The re-certification as an aviation security instructor is valid for two (2) years for the specific aviation security training course.
4.4.20 Certification issued to a national AVSEC instructor shall expire upon resignation, termination or separation from the service or shall be cancelled or revoked if the holder is found guilty of an administrative, civil or criminal offense.
4.5 Managers
4.5.1 The certification for aviation security (AVSEC) managers is done to ensure is done to ensure that the person(s) responsible for implementing security measures relating to aircraft or airport operations possesses an understanding of aviation security principles, international and national regulations, and compliance monitoring.
4.5.2 Certification shall consist of written and oral examinations. The written examination shall consist of multiple-choice questions and an essay-writing about a case study. The oral examination shall be a panel interview to be conducted by the Certification Jury.
4.5.3 All candidates for certification as AVSEC managers is to submit relevant documents which include, among others:
a) personal data
b) Information on education and training, employment history; and
c) other relevant information to facilitate a background-check (commercial, criminal, financial and other records)
d) recent and authenticated photograph;
4.5.5 Candidates for certification as security managers shall undergo a security management training using the ICAO Aviation Security Training Packages (ASTPs)/OTS Standardized Training Packages for AVSEC manager.
4.5.6 A written examination, facilitated and supervised by OTS, shall be administered at the end of the training course to assess the candidate's knowledge and understanding of aviation security, international and national regulations, and the contents of the national program for civil aviation.
4.5.7 Candidates who obtained a minimum grade of eighty-five percent (85%) from the written examination shall move to the panel interview to be conducted by the Certification Jury, which shall consist of the OTS Administrator or his duly appointed representative, as Chairman; the Directors of the Transport Security Oversight & Compliance Service (TSOCS),Transport Security Policy & Program Service (TSPPS),Transport Security Risk Management Service and Transport Security Accreditation & Training Management Service (TSATMS) as members; and the Accreditation and Certification Division of TSATMS as the Secretariat.
4.5.8 A minimum grade of eighty-five percent (85%) must be attained by the candidates from the results of the panel interview, in order to be granted an official certificate containing a statement of competence as an aviation security manager.
4.5.9 If the written or oral examination is not completed successfully, the candidate may repeat the failed certification test, within one (1) month from the date of examination.
4.5.10 Failure to pass the certification process means ineligibility to receive the certificate of competence.
4.5.11 The initial certification as an AVSEC manager shall be valid for a period of two (2) years, and can be renewed following the re-certification requirements.
4.5.12 The Certification Jury may, based on the applicant's credential, decide to exempt him/her from AVSEC manager certification process of panel interview as well as the re-currency training under the re-certification procedures.
4.5.13 The re-certification aviation security manager shall be undertaken in accordance with the following procedures:
4.5.13.1.1 AVSEC managers must undergo recurrent training every two years aviation security and the latest security developments before they can be re-certified.
4.5.13.1.2 The certification as AVSEC manager shall be renewed one (1) month prior to its expiration date.
4.5.13.1.3 The applicant for re-certification must submit written of request/letter of intent addressed to the Administrator, OTS, with Attention: Accreditation and Certification Division, Transport Security Accreditation & Training Management Service (TSATMS);or endorsement by an Airport Manager requesting for the renewal of the certificate containing the statement of competence. The letter request must be supported by copy of certificates containing training in aviation security and latest security developments, taken during the validity of the holder's certification as aviation security manager.
4.5.13.1.4 All requests for re-certification shall be deliberated upon by the Certification Jury.
4.5.13.1.5 The OTS shall notify the aviation security manager of the decision of the Certification Jury. The re-certification as an aviation security manager is valid for two (2) years.
4.5.14 Certification issued to an aviation security manager shall be expire upon resignation, termination or separation from the service or shall be cancelled or revoked if the holder is found guilty of an administrative, civil, or criminal offense.
4.6
Grandfathering or Interim Certification
4.6.1 The Grandfathering principle is applied, in recognition of highly experienced:
a. aviation security screeners who have been performing screening duties for a minimum of twelve (12) consecutive months, prior to the effective date of this Program, with very satisfactory rating.
b. aviation security supervisors who have completed the basic aviation security refresher courses, with a minimum of two (2) years verifiable experience in civil aviation and with very satisfactory performance rating as supervisor of screeners for at least twelve (12) months prior to the effective date of this Program.
c. national AVSEC inspectors who have a minimum of two (2) years-experience in aviation security or other relevant fields and with very satisfactory performance rating as aviation security inspector for at least twelve (12) months prior to the effective date of this Program.
d. national AVSEC auditors who have a minimum of two (2) years-experience in aviation security or other relevant fields and with very satisfactory performance rating as AVSEC auditor for at least two (2) consecutive years prior to the effective date of this Program.
e. AVSEC instructors who have successfully completed basic aviation security course from duly recognized national and international aviation security or organizations prior to the effective date of this Program; the issuance of an interim certification as an aviation security instructor shall be decided by the Certification Jury.
f. AVSEC managers with very satisfactory performance in implementing security measures relating to aircraft or airport operations for at least twelve (12) months prior to the effective date of this Program; the interim certification as aviation security managers shall issue upon compliance with the following requirements.
4.6.2 The interim certification shall be issued, subject to the submission of the following requirements:
a. A written request or letter of intent duly endorsed (a) by the Director, TSRMS, OTS or the concerned head of agency or aviation security stakeholder, in case of screeners and supervisors; (b) by the Director, TSOCS in case of inspector and auditor; (c) by the AVSEC Training School, Center/Institution or letter to the OTS Administrator in case of instructors; and (d) Airport Manager or letter to the OTS Administrator, in case of managers. The written request or letter of intent shall be addressed to the OTS Administrator, with Attention: Accreditation and Certification Division, TSATMS;
b. Relevant documents, to include, among others, full details of personal data; education; work experience and performance evaluation; training; and other information for verification of the applicant's identity and conformance to the required qualifications and competency;
c. Recent and authenticated photograph;
d. Copy of developed course materials and other relevant documents to the instructor's certification (for instructors only)
4.6.3 In case of instructors, the TSATMS shall initially determine the eligibility of the applicant(s) for certification, and submit its recommendations to the Certification Jury.
4.6.4 Under the grandfathering principle or the interim certification, taking into account the years of experience of AVSEC personnel in aviation security as well as their satisfactory performance in respective field, the taking of oral/practical/written examination is waived.
4.6.5 The interim certification as an aviation security screener, supervisor, inspector/auditor, instructor and manager is only valid for one (1) year, and must be renewed following the re-certification procedure/guidelines.
CHAPTER 8
TRAINING RECORDS
8.1 The OTS and other organizations involved in or responsible for implementing security measures shall maintain accurate, current and/or updated training records for all categories or staff trained under the Programme.
8.2 The updated training record shall be retained during the entire duration of employment and up to three (3) more years after separation or retirement from concerned organization.
8.4 The updating of training records shall be done annually; retaining information within immediately preceding five (5) years to keep the records current.
8.5 Performance records and test results shall be kept confidential.
8.6 The training records shall be kept in printed or electronic format, and shall be protected from unauthorized access or disclosure. ICHDca
This Memorandum Circular shall take effect immediately upon approval. A copy of this Circular shall be deposited with the University of the Philippines Law Center in compliance with the 1987 Revised Administrative Code.
