Guidelines Implementing the Study Grant Program for Barangay Officials and Their Legitimate Children Dependents to Implement Section 393, Paragraph 4 of the Local Government Code, the Inclusion of the Sangguniang Kabataan Officials for the Study Grant per Section 434 of the Same Code, Amending CHED Order No. 62, s. 1997

I. Purpose
This CHED Memorandum Order is issued to provide the guidelines for all State Colleges and Universities (SUCs) on the study grant program for barangay officials and their legitimate children dependents pursuant to Sec. 393 Paragraph 4 of the 1991 Local Government Code, and to incorporate in the Program the Educational assistance for the Sangguniang Kabataan officials as provided in Section 434 of the same Code.
II. Coverage
1. The beneficiaries of the program shall include the Barangay and Sangguniang Kabataan (SK) Officials during their incumbency, and the legitimate dependent children of incumbent barangay officials.
1.1. The Barangay Officials are as follows:
a) Punong Barangay;
b) Seven Barangay Kagawad;
c) Barangay Secretary;
d) Barangay Treasurer;
1.2. The Sangguniang Kabataan (SK) officials include:
a) Barangay SK Chairman
b) Seven (7) Barangay SK Kagawad IDTHcA
2. Privileges on the payment of tuition and matriculation fees provided under the study grant program for barangay officials and their legitimate children dependents and the Program for the Educational assistance for the Sangguniang Kabataan officials as provided herein shall be made in accordance to Sec. 393 Paragraph 4 and Section 434 of the 1991 Local Government Code.
However, with respect to miscellaneous fees, the same shall be shouldered by the grantee.
III. Qualifications of Applicants
The applicant:
1. must be an incumbent barangay or SK official;
2. must be a legitimate dependent child of an incumbent barangay official, 21 years old or below, as certified by the Local Civil Registrar;
3. must have passed the entrance examination and comply with the other requirements for admission of the State University and College (SUC) where he/she intends to enroll.
In the event, that the applicant cannot qualify for admission to the SUC for his chosen degree program, he/she is encouraged to apply for a scholarship grant for vocational-technical courses.
IV. Required Documents
1. Requirements for the legitimate children dependents of barangay officials:
a. Entrance test result and other documents required by the SUC for admission;
b. Birth Certificate;
c. High School Report Card (Form 138) for in-coming freshmen or report of rating last semester attended in College for non-freshmen;
d. A Certificate of good moral character from the High School Principal or Guidance Councilor; EDISTc
e. A Certification from COMELEC and certificate of incumbency of the grantee's parent barangay official from the Municipal/City Mayor and attested by the Local Government Operations Officer (LGOO) assigned in the city/municipality where the barangay is situated.
2. Requirements for barangay officials:
a. A certification from COMELEC and certificate of incumbency from the Municipal/City Mayor, and attested by the Local Government Operations Officer (LGOO) assigned in the city/municipality where the barangay is situated; and
b. All other documents required by the SUC for admission.
3. Requirement for SK Officials:
a. A certification from COMELEC and certificate of incumbency from the Punong Barangay attested by the LGOO assigned in the city/municipality covering the barangay; and
b. All other documents required by the SUC for admission.
V. Condition of Assistance
A. Grantee shall:
1. For barangay officials, they shall enroll in SUC located within the province or city to which the barangay belongs.
For SK officials, they shall enroll in SUC within or nearest their area of jurisdiction.
2. Enroll preferably in CHED-identified priority courses or in any course deemed needed in the community, as certified by the Punong Barangay.
3. Carry a full semestral load as prescribed in the course curriculum.
4. Complete any incomplete grades during the semester or summer immediately after the school term in the SUC or LUC where enrolled. TcHCDI
VI. Termination of Grant
The grant shall be terminated in the following cases:
1. The grantee is dropped or "blacklisted" from the roll by the SUC where enrolled due to disciplinary problem or scholastic deficiency;
2. The grantee falsified official records;
3. The term of the grantee as barangay or SK official expired or he/she resigned, died or removed from office for cause, provided that even with the expiration, resignation or removal of subject incumbent barangay official, he/she will be allowed to finish the full semester during which his services were terminated;
4. The term of the mother/father of the grantee as barangay official expired or the former resigned, died or removed from office for cause, provided that the legitimate dependent child shall be allowed to complete the full semester during which the termination of official's relationship of his father or mother barangay official occurred.
VIII. Separability Clause
All previous CHED issuances inconsistent with any of the provisions of this CMO are hereby repealed, revoked or modified accordingly.
IX. Effectivity
These guidelines shall take effect fifteen (15) days after its publication in the Official Gazette or a newspaper of general circulation.
