CHED MEMORANDUM ORDER NO. 004-06

I. Legal Basis
In accordance with the pertinent provisions of Republic Act No. 7722, otherwise known as the "Higher Education Act of 1994", and pursuant to Republic Act No. 9257, "An Act to Maximize the Contribution of Senior Citizens to Nation Building, Grant Benefits and Special Privileges and for Other Purposes", and the CHED EN BANC Resolution No. 786-B-2005, dated December 19, 2005, the following set of rules and regulations to implement the CHED Study Grant Program for Senior Citizens is hereby issued.
II. Coverage
This Study Grant shall cover any senior citizen or elderly resident citizens of the Philippines at least sixty (60) years of age.
A grantee shall be given a study grant for continuing education program at selected State Universities and Colleges.
III. Qualifications
A. Eligibility Criteria
1. The applicant must be at least 60 years of age at the time of application period.
B. Documentary Requirements
1. Latest transcript of records
• High school report card for those pursuing baccalaureate
• College/Masters diploma and transcript of records for graduate studies
2. Proof of age: any of the following:
• Birth certificate
• Valid passport IAEcCT
• Barangay ID
• Voter's ID
• Senior citizen's ID
3. Certificate of good health from any government physician
4. Certificate of good moral character from the Barangay Chairman of his/her residence
5. Acceptance letter from the accepting higher education institution
IV. Application Procedure
1. Applicant secures Application Form from the CHED Regional Office nearest his/her residence.
2. Applicant submits fully Accomplished Application Form together with the documentary requirements to the CHED Regional Office.
3. CHEDRO sends to the applicant Notice of Acceptance (NOA) if qualified.
4. Applicant enrolls at the school where he/she pass admission requirements with the Notice of Acceptance from the CHEDRO.
NOTE: Application period is from January up to the 2nd week of May of every school year
V. Study Grant Benefits
The grantee shall enjoy five thousand pesos (Php5,000.00) a semester to cover the tuition and other school fees, book allowance and stipend or a total of ten thousand pesos (Php10,000.00) per academic year.
VI. Areas of Study
The grantee shall enroll in a continuing education program offered by a higher education institution to include baccalaureate, graduate or certificate programs recognized by CHED. CIcEHS
VII. Effectivity
These rules and regulations for the implementation of the Study Grant For the Senior Citizens or the Elder Persons shall take effect beginning Academic Year 2006-2007.
