Further Amending Section 7, Rule III of Administrative Order No. 07
Ombudsman Administrative Order No. 14-A-00, issued on August 17, 2000, amends Section 7, Rule III of Administrative Order No. 07 regarding the finality and execution of decisions in administrative disciplinary cases involving public officials. It establishes that decisions absolving a respondent or imposing minor penalties (public censure, reprimand, short suspensions, or fines) are final and unappealable. For more severe penalties, respondents can appeal within ten days, but such appeals do not delay the execution of the decision. If a respondent wins an appeal after being suspended or removed, they are treated as having been on preventive suspension, entitled to back salary and benefits. The order takes effect immediately upon publication in a widely circulated newspaper.
