Amending Section 7, Rule III of Administrative Order No. 07
Administrative Order No. 14-00, issued on July 31, 2000, amends Section 7, Rule III of the Office of the Ombudsman's Rules of Procedure to establish clearer guidelines regarding the finality and execution of decisions in administrative disciplinary cases involving public officials. It specifies that decisions absolving respondents or imposing minor penalties (public censure, reprimand, or suspension of up to one month) are final and unappealable. For more severe penalties, decisions can be appealed within ten days, but such appeals do not halt the execution of the decision. Additionally, if a respondent is suspended or removed and wins the appeal, they are entitled to salary and benefits during the appeal process. The order takes effect upon publication and requires filing with the University of the Philippines Law Center.
