On January 9, 1989, the Supreme Court of the Philippines issued Administrative Circular No. 2-89, authorizing Executive Judges from the National Capital Region and specific judicial regions to attend a three-day Regional Conference on the Role of the Judiciary in the Protection of Human Rights in Tagaytay City from January 26-28, 1989. The conference is organized by the Human Rights Center of Ateneo Law School and the Institute of Judicial Administration of the UP Law Complex. Attendance will be considered official time, and local governments are responsible for transportation expenses from judges' respective stations to Manila, while the sponsors will cover travel, food, and lodging from Manila to Tagaytay. A list of authorized judges was included in the circular.
