Fines Imposed by Court of Appeals for Violation of Municipal Ordinances
Supreme Court Administrative Circular No. 10-02, issued on February 5, 2002, clarifies that all fines collected for violations of municipal or city ordinances must be remitted exclusively to the respective local government units. This directive stems from Section 93 of the Judiciary Act of 1948, which stipulates that such fines are intended to support local governmental obligations. Following a resolution from the Second Division of the Court, Clerk of Court Anita D. Macawile was authorized to withdraw and remit fines to the municipal government of Babatngon, Leyte. Consequently, all Clerks of Court are instructed to ensure that fines for local ordinance violations are directed to the appropriate local government.
