ACT NO. 4274
AN ACT AUTHORIZING THE ESTABLISHMENT, MAINTENANCE AND OPERATION OF A SMALL UNIT FOR A FIBER SACK FACTORY, AND SETTING ASIDE FUND THEREFOR, AND FOR OTHER PURPOSES
SECTION 1. The Director of Plant Industry, with the approval of the Secretary of Agriculture and Commerce, is hereby authorized and empowered to establish, maintain, and operate, with the funds set aside under this Act, a small unit of a fiber sack factory in such place in the Philippine Islands as may be considered suitable and necessary for the purpose.
SECTION 2. The Director of Plant Industry shall have charge of, and immediate supervision over, the fiber sack factory established under this Act, and shall receive, elaborate, and convert into sacks, fibers of the planters, charging the latter a reasonable fee for such work. The said official shall, with the approval of the Secretary of Agriculture and Commerce, make and prescribe all the necessary rules and regulations governing the use, operation, and maintenance of such fiber sack factory.
SECTION 3. The sum of one hundred fifty thousand pesos out of the appropriation authorized in Act Numbered Thirty-nine hundred and fifty-three, is hereby set aside to carry out the purposes of this Act. The money so appropriated shall be disbursed by the Director of Plant Industry with the approval of the Secretary of Agriculture and Commerce for the purchase, installation and maintenance of fiber sack-making machinery; for the incidental expenses that may be incurred in the acquisition of same; for the necessary building; and for such other expenditures as may be deemed necessary for the proper operation of the said machinery and for carrying out the purposes of this Act: Provided, That any unexpended balance at the end of each fiscal year shall not revert to the Insular Treasury but shall be used for the purposes for which it was appropriated: Provided, further, That any income that may be realized from the fees mentioned in section two hereof, and from the sale, at nominal cost, of the sacks elaborated out of the fibers belonging to, or acquired by, the Bureau of Plant Industry, shall become part of the revolving fund which shall be used and expended exclusively for the purposes of and in the same manner as, the original appropriation.
SECTION 4. This Act shall take effect on its approval.
