SRA MEMORANDUM CIRCULAR NO. 003-20

| SUBJECT | : | Facilitate Movement of Sugar, Sugarcane and Its By-products and Delivery of Essential Inputs for Sugar Manufacturing |
Relative to the issuance of DA Memorandum Circular No. 7 dated 17 March 2020 re: Supplemental Circular based on the Memorandum issued by the Executive Secretary on Enhanced Community Quarantine of Luzon, ensuring unhampered movement of all food and production items through food lanes.
This is clarify that the Sugarcane Industry is considered to be of essential importance as sugar is a basic commodity and as an agency committed to ensure that the supply is sufficient and adequate and in compliance to the Food Resiliency Protocol, may we then request for the facilitation and movement of the following:
For the Sugarcane Industry Sector:
1. Hauling or Transporting of raw (brown) and refined sugar, sugarcane and its by-products such as molasses, bagasse, mudpess, mill ash and ethanol. aScITE
2. Hauling or delivery of brown, refined and specialty sugar from International and Domestic ports for as long as they have the required necessary permits from their ports of origin and clearances from SRA.
3. Delivery of essential inputs for sugar manufacturing such as but not limited to lime, sugar bags, caustic soda, etc.
4. Critical workers of sugar mills and refineries such as Engineers and other staffs (farmworkers, mill workers, planters association workers) indispensable to the production, transport and delivery of sugar and its by-products.
