LETTER OF INSTRUCTIONS NO. 1028

Notwithstanding the provisions of Article III, Section 2 of Presidential Decree No. 1060, providing a three (3) year transition period for the Development Academy of the Philippines to design, implement and manage a Career Foreign Service Development Program, the 1979 Memorandum of Agreement signed by the Minister of Foreign Affairs and the President of the Development Academy of the Philippines providing for such management is hereby extended for a period of not more than six (6) months to enable the Ministry of the Budget to study thoroughly the proposed Position Classification Scheme for the Foreign Service Institute to insure optimum efficiency and economy of operations, provided that the extension of such Memorandum of Agreement shall expire on or before March 31, 1980 should the FSI Position Classification and Compensation Scheme become fully operational during the first quarter of 1980.
