LETTER OF INSTRUCTIONS NO. 146

In order to accelerate the program of Government for the early attainment of the objectives set forth in the Integrated Reorganization Plan which has been adopted, approved and made part of the law of the land, by virtue of Presidential Decree No. 1, dated September 24, 1972, and pursuant to Proclamation No. 1081, dated September 21, 1972, and General Order No. 1 dated September 22, 1972, the Development Academy of the Philippines is hereby ordered (i) to prepare the career executive service program envisioned in Section 5(g), Article IV, Part III of the Plan, as amended by Presidential Decree No. 336 dated November 14, 1973; (ii) to initiate and sustain implementation of the Program with a view to helping the Career Executive Service Board set up the organization and operation of the Career Executive Service in accordance with the guidelines set forth in the Plan; and (iii) to assist the Career Executive Service Board in the formulation and promulgation of rules, standards and procedures on the selection, classification, compensation and career development of members of the Career Executive Service. acd
All heads of Departments, Offices and Agencies of Government are hereby enjoined to extend full cooperation to the Development Academy of the Philippines and the Career Executive Service Board in the performance of their functions and duties under the Plan, as amended. In particular, the Department of Public Information shall take prompt and necessary action to gain the widest support possible from the various publics for the program and activities of the Development Academy of the Philippines and the Career Executive Service Board.
