ADMINISTRATIVE ORDER NO. 33
EXTENDING THE TERM OF THE INTER-AGENCY TASK FORCE FOR THE UNIFIED IMPLEMENTATION AND MONITORING OF REHABILITATION AND RECOVERY PROJECTS AND PROGRAMS IN THE YOLANDA-AFFECTED AREAS (IATF-YOLANDA), AMENDING FOR THE PURPOSE ADMINISTRATIVE ORDER (AO) NO. 5 (S. 2017)
WHEREAS, on 08 November 2013, Category 5 Typhoon Yolanda (also known as typhoon Haiyan), considered as one of the largest and strongest typhoons ever recorded at landfall, caused massive storm surges that ravaged coastal communities, claimed thousands of lives and displaced millions of people, especially in the areas of Eastern Samar, Eastern Visayas, northern part of Central Visayas, Western Visayas and Northern Palawan; HTcADC
WHEREAS, to ensure efficient and effective coordination between various government agencies and instrumentalities involved in the rehabilitation and recovery projects and programs in areas affected by the Typhoon Yolanda, AO No. 5 created the IATF-Yolanda, which shall have a term of three (3) years from the effectivity of the AO on 12 August 2017, or until 12 August 2020;
WHEREAS, the Yolanda Comprehensive Rehabilitation and Recovery Plan (YCRRP) articulated the over-all strategic vision, and integrated short-, medium- and long-term programs in the Yolanda-affected areas;
WHEREAS, under the Yolanda Permanent Housing Program (YPHP), which is an integral component of the YCRRP, 129,484 housing units have been completed while 49,112 are undergoing construction (89.3% combined accomplishment rate), and 241 out of the 363 permanent resettlement projects have been energized (66% electrification rate);
WHEREAS, the YPHP aims to build houses and create livable, thriving and disaster-resilient communities under a township approach where resettlement sites shall be provided not only with the basic necessities of water and electricity but also with social infrastructures such as daycare centers, health centers and school buildings within or nearby the housing project sites;
WHEREAS, to facilitate the completion of the above projects, as well as the other component programs in the YCRRP, there is a need to extend the term of the IATF-Yolanda; and
WHEREAS, pursuant to Section 17, Article VII of the Constitution, the President shall have control of all the executive departments, bureaus and offices;
NOW, THEREFORE, I, RODRIGO ROA DUTERTE, President of the Philippines, by virtue of the powers vested in me by the Constitution and existing laws, do hereby order the following:
SECTION 1. Amendments to AO No. 5. — (a) Section 4 is hereby amended to read as follows:
"SECTION 4. Reports. — Prior to its dissolution under Section 11 of this Order, the IATF-Yolanda shall publish a final report on its accomplishments, including projects and programs implemented and the total budget utilized, copy furnished the Office of the President through the Office of the Executive Secretary."
(b) Section 11 is also amended to read as follows:
"SECTION 11. Effectivity. — This Order shall take effect immediately upon publication in a newspaper of general circulation. The IATF-Yolanda shall be deemed dissolved on 30 June 2022, unless it is sooner terminated by the President."
SECTION 2. Unaffected Provisions. — Except for the foregoing amendments, all other provisions of AO No. 5 shall remain in full force and effect.
SECTION 3. Separability. — Should any provision of this Order be declared invalid or unconstitutional, the other provisions unaffected thereby shall remain valid and subsisting.
SECTION 4. Repeal. — All orders, rules and regulations, issuances, or any part thereof inconsistent with the provisions of this Order, are hereby repealed, amended or modified accordingly.
SECTION 5. Effectivity. — This Order shall take effect immediately.
