Extending the Period of Application of Memorandum Order No. 47, Series of 2012
Memorandum Order No. 77, dated January 7, 2015, extends the application of Memorandum Order No. 47 from 2012 for an additional year to address the backlog of appealed cases in the Office of the President. The Deputy Executive Secretary, Michael G. Aguinaldo, is authorized to decide on cases that affirm decisions from the Housing and Land Use Regulatory Board (HLURB) or deny motions for reconsideration. Despite significant reductions in the backlog since 2012, the extension aims to achieve a "zero-backlog" status by the end of the current administration. Additionally, in cases with potential conflicts of interest, another Deputy Executive Secretary will be designated to make decisions.

MEMORANDUM ORDER NO. 77
EXTENDING THE PERIOD OF APPLICATION OF MEMORANDUM ORDER NO. 47, SERIES OF 2012
WHEREAS, pursuant to Section 17 (1) of Administrative Order No. 22, series of 2011, and Memorandum Order (M.O.) No. 47, series of 2012, Deputy Executive Secretary Michael G. Aguinaldo was temporarily designated to decide and sign decisions, resolutions or orders in appealed cases limited to the following instances: (1) those where the decision, resolution or order AFFIRMS the decision, resolution or order of the HLURB; and (2) those where the resolution or order DENIES or DISMISSES a motion seeking reconsideration of a previous decision, resolution or order of the Office of the President, which affirmed the decision, resolution or order of the HLURB.
WHEREAS, while the backlog of appealed cases of the Office of the President (OP) has been reduced tremendously since 2012, there is still a need to extend the application of M.O. No. 47, series of 2012, in order to achieve a "zero-backlog" prior to the end of the current administration.
NOW, THEREFORE, in light of the continuing need to provide just and expeditious justice and to efficiently reduce the backlog of the appealed cases pending with the OP, the period of application of M.O. No. 47 is hereby extended for a period of one (1) year from 1 January 2015 to 31 December 2015, unless sooner terminated.
In cases involving a conflict of interest as certified in writing by the DESLA, Deputy Executive Secretary for General Administration (DESGA) Teofilo S. Pilando Jr. is temporarily designated to decide and sign such appealed cases.
The foregoing temporary designation shall not preclude the Executive Secretary from exercising his powers and functions pursuant to the provisions of Section 25, 26 and 27, Title III, Book III of the Administrative Code of 1987. SCHIac
