WHEREAS, to improve the standard of living in rural fishing communities in the country; to conserve municipal fisheries resources against the heavy exploitation of fish and aquatic resources in the entire marine water areas of the provinces of Northern Leyte, Southern Leyte, Northern Samar, Eastern Samar, Western Samar and Sorsogon; to provide municipal and small scale fishermen, wider areas within which to operate fishing boats of three (3) gross tons or less and to increase their catch per unit effort, I caused the promulgation of Presidential Decree Number 1015, amending the first paragraph of Section 17 and Section 25 of Presidential Decree Number 704 and Letter of Instruction Number 480;
WHEREAS, there is a need to expand the coverage of Letter of Instructions Number 480, dated November 16, 1976, so as to include in its coverage the provinces of Masbate, Catanduanes, Albay, Camarines Sur and Camarines Norte, considering that the reasons for the promulgation of Letter of Instruction No. 480 also obtains in said provinces;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, do hereby order the following:
Letter of Instructions Number 480, dated November 16, 1976 is hereby amended to include in its coverage the province of Masbate, Catanduanes, Albay, Camarines Sur and Camarines Norte. acd
