Establishment of Northwestern Luzon Saltwater Fisheries Production Project in Sto. Tomas, La Union
Republic Act No. 4121, enacted on June 20, 1964, authorizes the establishment of the Northwestern Luzon Saltwater Fisheries Production Project at Raois Cove in Sto. Tomas, La Union. The project will be supervised by the Commissioner of Fisheries and is allocated an initial funding of 150,000 pesos from the National Treasury for the fiscal year ending June 30, 1965. Subsequently, an annual budget of 60,000 pesos will be included in the General Appropriations Act for its ongoing operation and maintenance. The Act takes effect upon its approval and was published in the Official Gazette on April 5, 1965.

REPUBLIC ACT NO. 4121
AN ACT TO AUTHORIZE THE ESTABLISHMENT OF THE NORTHWESTERN LUZON SALTWATER FISHERIES PRODUCTION PROJECT AT RAOIS COVE IN THE MUNICIPALITY OF STO. TOMAS, PROVINCE OF LA UNION
SECTION 1. There shall be established and maintained, under the supervision of the Commissioner of Fisheries, a regional saltwater fisheries production project at Raois Cove in the Municipality of Sto. Tomas, Province of La Union. acd
SECTION 2. The sum of one hundred fifty thousand pesos is hereby authorized to be appropriated out of any funds in the National Treasury not otherwise appropriated, to carry into effect the purposes of this Act, during the fiscal year ending June thirtieth, nineteen hundred and sixty-five. Thereafter, the amount of sixty thousand pesos to defray expenses for the operation and maintenance of the project shall be included in the General Appropriations Act of each year.
SECTION 3. This Act shall take effect upon its approval.
