LETTER OF INSTRUCTIONS NO. 1253

To facilitate the immediate implementation of the dairy program and therefore hasten dairy development, it is urgent that: 1) massive upgrading of native cows owned by small farmers through natural breeding or artificial insemination be undertaken, and 2) Brahman X Holstein Type Cross-Breeding Farms be established in the hill ranches as additional sources of crossbred milk for the smallholders in the designated zones. cd i
I therefore direct and order that the appropriate personnel of the Ministry of Agriculture, UPLB and other related government agencies be deputized by the Philippine Dairy Corporation to assist in artificial insemination work in the designated dairy zones; that these AI technicians reside in the barangay where insemination activities are being undertaken; and that the Philippine Dairy Corporation provide the deputized technicians with additional travel and living allowances and extra incentives for every pregnant cow, or delivered calf, subject to budgetary, accounting and auditing rules and regulations.
I further direct the Philippine Dairy Corporation to negotiate and enter into contracts or agreements with selected ranch operators to produce Brahman X Holstein type crossbred animals.
