DA ADMINISTRATIVE ORDER NO. 02-15

SUBJECT : Establishing the National Animal Waste Resource Management Program (NAWRMP)

 

WHEREAS, it is the policy of the State to protect and promote the right to health of the people and to a healthful ecology in accord with the rhythm and harmony of nature;

WHEREAS, the present thrust of the government is food security for the fast growing population and one of the sources of food are products from animal origin;

WHEREAS, based on studies (FAO, 2009) livestock production is one of the major causes of the world's most pressing environmental problems, including global warming, land degradation, air and water pollution and responsible for the 18% of the global greenhouse gas (Ghg) emissions;

WHEREAS, in the Philippines, there are existing policies and regulations in support to the implementation of livestock waste management such as the Agriculture and Fisheries Modernization Act (1999), the Philippine Clean Air Act (1999), the Ecological Solid Waste Management Act (2000) and the Philippine Clean Water Act (2004);

WHEREAS, the Bureau of Animal Industry (BAI), has been promoting animal waste management projects such as the adoption of biogas technology;

WHEREAS, animal waste if properly managed can provide additional opportunities as source of energy, fertilizer and additional income to farmers;

WHEREAS, with the recognition and appreciation of animal waste management initiatives, there is a need to institutionalize and improve its implementation;

NOW, THEREFORE, I, PROCESO J. ALCALA, Secretary of the Department of Agriculture, in accordance with the powers vested in me by law, do hereby issue this Administrative Order "Establishing a National Animal Waste Resource Management Program (NAWRMP) and directs the Bureau of Animal Industry (BAI) to:

1. Lead in the implementation of the NAWRMP;

2. Formulate, in close consultation with stakeholders, a Road Map for the implementation of an organized animal waste resource recovery program;

3. To establish research collaboration among state universities and colleges and other institutions for the sustainability of the program; aDcETC

4. To create a Technical Working Group for the preparatory activities in drafting the Road Map and budgetary requirement.

The different DA Regional Field Offices (RFOs) are also directed to support this initiative by inclusion of NAWRMP in their livestock budget and identify a Regional Coordinator.

The budgetary requirement to be incurred in the conduct of preparatory activities including honoraria for resource persons for 2015 shall be charged under the National Livestock Program (NLP) of BAI subject to existing accounting and auditing rules and regulations.

This Administrative Order shall take effect immediately.
