Memorandum Order No. 104 establishes the Boracay Multi-Modal Integrated Transport Program (BMITP) to enhance the transport infrastructure in Caticlan, the gateway to Boracay Island. This initiative aims to sustain Boracay's status as a premier world-class tourist destination by addressing the island's growing needs for financial and infrastructure support.
The BMITP includes the upgrading of Caticlan Airport to meet international standards, the construction of a roll-on roll-off port to accommodate international and domestic sea traffic, and other related infrastructure developments. These efforts are designed to ensure efficient and competitive transportation systems for tourists visiting Boracay.
The Secretary of Tourism is tasked with primary oversight functions to monitor and ensure the effective implementation of the BMITP. A dedicated BMITP Project Office will be established under the Philippine Tourism Authority (PTA), comprising a Program Director from the PTA and a Deputy Program Director from the Department of Transportation and Communications (DOTC). This office will handle the planning, implementation, and administrative arrangements necessary for the program's success.
To facilitate the program, the BMITP Project Office is authorized to seek assistance from various government agencies, local government units, and private organizations. The Department of Budget and Management (DBM) will release the necessary funds for the projects, and an internal auditor will be designated to review and monitor the disbursements. The Governor of Aklan will act as a liaison with regional and local governments to ensure smooth implementation.
