Ensuring that the Food Relief Operations to be Distributed to Muslim Communities are Halal Compliant during the Period of Enhanced Community Quarantine

DILG MEMORANDUM CIRCULAR NO. 061-20

In line with Proclamation Nos. 922 and 929 (s. 2020) of President Rodrigo Roa Duterte, the Local Government Units (LGUs) were given ample latitude to utilize appropriate funds, including the Quick Response Fund, to continue to provide basic services to the affected population, including, but not limited to, providing food rations to the affected communities during the period of the Enhanced Community Quarantine (ECQ).
Considering that this COVID-19 pandemic affects everyone, including our Muslim brothers and sisters, the above-mentioned Local Chief Executives (LCEs) are hereby enjoined to prepare food relief operations that are Halal compliant in Muslim communities. A Halal Certified Product means that the product is in full compliance with Shari'ah Law, principles, and standards as proven through scientific method. The National Commission on Muslim Filipinos (NCMF) is the lead government agency that conducts community-based-awareness program on Halal and maintains a database of Halal companies and manufacturers, establishments, hotels, restaurants and Halal Products for ready reference. Should you have any concerns on Halal Certified Products, you may coordinate with the NCMF Bureau of Muslim Economic Affairs.
All Regional Directors are directed to cause the immediate and widest dissemination of this Memorandum Circular and assure compliance from the foregoing LCEs.
