JJWC RESOLUTION NO. 06-06

WHEREAS, Republic Act No. 9344, otherwise known as the Juvenile Justice and Welfare Act of 2006, became effective on 19 May 2006; HTcADC
WHEREAS, Section 69 of the said Act provides that "The JJWC shall issue the Implementing Rules and Regulations for the implementation of the provisions of this Act within ninety (90) days from its effectivity;
WHEREAS, the Council signed the Implementing Rules and Regulations on 15 August 2006;
WHEREAS, Sections 3 and 4, Chapter 2, Book VII of Executive Order No. 292, otherwise known as "The Administrative Code of 1987," provides:
"Section 3. Filing. — (1) Every agency shall file with the University of the Philippines Law Center three (3) certified copies of every rule adopted by it. x x x."
"Section 4. Effectivity. — In addition to other rule-making requirements provided by law not inconsistent with this Book, each rule shall become effective fifteen (15) days from the date of filing as above provided x x x"
WHEREAS, pursuant to said Sections certified copies of the Implementing Rules and Regulations of Republic Act No. 9344 were filed with the University of the Philippines Law Center on 30 August 2003;
WHEREAS, these implementing rules and regulations was published in a newspaper of general circulation on 4 September 2006;
NOW THEREFORE, based on the foregoing considerations, the Council resolves as it is hereby resolved that the Implementing Rules and Regulations of Republic Act No. 9344 became effective on 19 September 2006.
