LETTER OF INSTRUCTIONS NO. 152

In confirmation of the authority granted to the Commissioner of Internal Revenue as recommended by the Secretary of Finance to undertake the construction of the National Office Building at the Government Center, Quezon City, by administration by the Bureau of Internal Revenue as an exception to the requirements of Presidential Decree No. 47, series 1972 and related orders and regulations, you are hereby instructed as follows:
1. In order to facilitate the construction being undertaken and at the same time to insure the structural integrity of the designs, plans and specifications of the building, you are directed to exercise all necessary caution and prudence in entering into any negotiated contract or bid so that you may avail of the services of only the most responsible, efficient and worthy contractor or supplier.
2. All phases of the construction shall be subject to public bidding, the same to be awarded by contract, without prejudice to entering into negotiated contracts for services, materials, or for any phase of the construction, whenever it is deemed more expeditious, practical and advantageous to the government.
3. The Commissioner of Internal Revenue is hereby directed to submit a quarterly report on the progress of the construction.
