LETTER OF INSTRUCTIONS NO. 1498
DIRECTING THE DESIGNATION OF ACTION OFFICERS TO BE KNOWN AS "KABISIG SA DIWANG PILIPINO" IN ALL MINISTRIES, AGENCIES AND OTHER INSTRUMENTALITIES OF GOVERNMENT, INCLUDING GOVERNMENT-OWNED CORPORATIONS
WHEREAS, the promotion, development and propagation of the Filipino Ideology is a priority nationwide program to achieve the longterm goals of political liberation, economic emancipation and social concord through a government-led Democratic Revolution from the Center that is spiritual, humanist and nationalist;
WHEREAS, Executive Order No. 879 which created a National Committee on the Propagation of Filipino Ideology and its Executive Working Group has received enthusiastic response, participation and support and has elicited more inquiries and recommendations;
WHEREAS, there is a need to mobilize the concerns and commitment and the goodwill of government personnel for the systematic and innovative integration of Filipino Ideology and its principles, the Seven Pillars of our Moral Regeneration in government programs and projects.
NOW THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the authority vested in me and in accordance with the objectives of Executive Order No. 879 hereby direct all ministries, agencies, other instrumentalities of Government, including government-owned corporations to designate Action Officers to be known as KABISIG SA DIWANG PILIPINO to constitute a Division in the Executive Working Group and to be headed by the Public Affairs Unit of the Executive Working Group OFFICE OF MEDIA AFFAIRS Representative and Chairman of the OMA Special Committee on Ideological Studies and Training.
The primary function of the KABISIG SA DIWANG PILIPINO Division is to coordinate, from the ministry down to the regional and local levels Filipino Ideology related projects in support of the objectives of the Philippine Development Plan and the Economic Recovery Program.
It shall provide the following support, utilizing existing land appropriated budgetary funds for training and information:
1. Assistance in the identification of Filipino Ideology projects in application of the Seven Pillars of Our Moral Regeneration, the development principles the Government Stands for. ETHIDa
2. Coordination and supervision of the designated KABISIG SA DIWANG PILIPINO with regard to Filipino Ideology promotion projects and activities related to community mobilization for self-reliant livelihood enterprises.
3. Preparation of recommendations and reports for submission, with the assistance of the Executive Working Group under Executive Order No. 879, to the President and the National Committee on Propagation of Filipino Ideology.
Signed this 18th day of December, 1985, in the City of Lipa, on the occasion of the launching of the UGNAYAN SA KATIMUGANG TAGALOG of the Regional Development Council of Region IV-Katimugang Tagalog.
