Direct Access of the Rule of Law Effectiveness Enumerators to the Last 100 Terminated Cases of Each RTC in the ARMM
The OCA Circular No. 69-07, issued on July 16, 2007, directs all judges of the Regional Trial Courts (RTC) in the Autonomous Region in Muslim Mindanao (ARMM) to grant direct access to ROLE enumerators for reviewing the last 100 terminated cases. This initiative is part of the USAID Rule of Law Effectiveness (ROLE) Project, aimed at improving judicial governance and case flow management in the ARMM. The project includes technical assistance to enhance the capabilities of RTCs in the region. The Bangsamoro Women Solidarity Forum has been engaged to support this effort by providing enumerators to outline judicial events related to case movements. Judges are required to comply with this directive.

The USAID Rule of Law Effectiveness (ROLE) Project, headed by its Judicial Reform Activity Manager, Mr. Suharto M. Ambolodto, has prepared the series of activities for the Fiscal Year 2007 that will eventually espouse judicial governance in the entire ARMM area. ISDCHA
In connection therewith, the Project came out with a ROLE 2007 Annual Plan identifying four major directions in the provision of technical assistance to the RTCs in the ARMM. These include, among other things, core components which seek to prepare and enhance the capabilities of the RTCs in the eventual roll-out in the autonomous region of the case flow management system. Thus, the ROLE Project engaged the services of the Bangsamoro Women Solidarity Forum which will provide the ROLE enumerators whose main duty is to outline the judicial events relative to case movement review of the last 100 cases disposed of by the ARMM Regional Trial Courts.
In view of all the foregoing, you are hereby directed to allow the abovementioned ROLE enumerators to have direct access to the last 100 terminated cases under your respective area of adjudicative jurisdiction.
