LETTER OF INSTRUCTIONS NO. 481

WHEREAS, it is the policy of the Government to develop communities in major urban cities along the human settlements approach;

WHEREAS, the Sahaya Housing Project in Zamboanga City of the Southern Philippines Development Authority not only conforms with the human settlements approach in community development but also preserves the lifestyle of our Muslim brothers; casia

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution hereby directs as follows:

1. The Southern Philippines Development Authority shall pursue the development of the Sahaya Housing Project specifically, the following project components:

a. The development of the water, electrical and sewerage systems;

b. The construction of 200 dwelling units, barangay community facilities, and other social infrastructures; and

c. Widening and upgrading of the access road;

and shall undertake the improvement and rehabilitation of resettlement projects in Mindanao including those in Tawi-Tawi, Jolo, Marawi City and various areas in Cotabato; cd i

2. For the above purposes, the Budget Commission shall release P9 Million from previously appropriated funds of the Rehabilitation and Development of Mindanao Program (RAD-Mindanao), broken down as follows:

3.  The Department of Public Highways and the Department of Public Works, Transportation and Communications assist in the development of major infrastructure projects needed in the project areas enumerated above and to include in their 1977 budget funds for the same.
