Development of SAHAYA Housing Projects

LETTER OF INSTRUCTIONS NO. 492

WHEREAS, the Southern Philippines Development Administration pursuant to LOI 481 dated 23 May 76, shall pursue the development of the SAHAYA Housing Projects and will undertake the improvement of the resettlement and rehabilitation sites in Mindanao; acd

WHEREAS, the Department of Agrarian Reforms and the Department of National Defense pursuant to PMO 516 dated 15 June 1975, shall jointly undertake the development of the six settlement sites in Sulu, Basilan, Lanao Norte, Lanao Sur and Maguindanao;

WHEREAS, the National Coordinating Committee established by PMO 541 to plan for and implement the program under PMO 516 of processing and rehabilitation of returnees and other needy persons, shall establish relocation and rehabilitation sites;

WHEREAS, there is a need for the active cooperation and participation of all government agencies in the implementation of the programs; cdt

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution hereby directs as follows:

The Southern Philippines Development Administration as Project Administrator of SAHAYA Integrated Development Project shall provide the cooperating agencies the detailed plans of their participation and if needed to advance to said agencies, the funds needed to accomplish their assigned tasks;

The Department of Agrarian Reforms as the Project Administrator of the six (6) proclaimed settlement sites in Basilan, Sulu, Lanao Norte, Lanao Sur and Maguindanao, shall provide the cooperating agencies, the detailed plans of their participation in the projects. For this purpose it shall provide funds in its 1977 Budget;

The National Coordinating Committee of PMO 516 as Project Administrator of relocation sites shall provide the cooperating agencies, the detailed plans of their participation, and in addition, shall monitor the implementation and progress of development of the SAHAYA Project, the Proclaimed Settlement Sites and the Relocation Projects and provide the necessary coordinating arm for all these integrated Community Development Projects;

The Department of National Defense shall provide adequate security, necessary AFP engineer support in the physical development of sites and other required assistances. For this purpose it shall provide funds in its 1977 Budget;

The Department of Public Highways shall undertake the road construction and land development within the project including landscaping and development of parks and other recreational areas. For this purpose it shall provide funds in its 1977 Budget;

The Department of Public Works, Transportation and Communications shall construct all basic community requirements such as schools, clinics, multi-purpose community building and water system. For this purpose it shall provide funds in its 1977 Budget;

The Department of Social Services and Development shall assist by providing emergency relief assistances. It shall undertake Out-of-School-Youth training activities. For this purpose it shall provide funds in its 1977 Budget;

The Department of Local Government and Community Development shall cause active participation of local governments and shall assist in the construction of water systems. For this purpose, it shall provide funds in its 1977 Budget;

The Department of Education and Culture shall open schools in community sites in coordination with the Department of Public Works, Transportation and Communication. For this purpose, it shall provide funds in its 1977 Budget;

The Department of Public Information shall assist in the public information and civil relations activities;

The Department of Labor Task Force under PMO 516 shall conduct vocational/skills training, livelihood activities and job placements. For this purpose, it shall provide funds in its 1977 Budget;

The Offices of the Regional Commission IX and XII shall provide necessary administrative assistances and advices and shall make available to Project Administrators the Development Plans for their regions;

The Department of Agriculture shall provide the plans and assistances for viable economic and livelihood agriculture livestock ventures. For this purpose, it shall provide funds in its 1977 Budget;

The Department of Natural Resources shall provide the necessary plans and assistances for the development of economic and livelihood marine ventures. For this purpose, it shall provide funds in its 1977 Budget;

The National Housing Authority shall prepare the land development plan of the common areas in the projects, and shall assist in monitoring the progress of work;

The National Electrification Administration shall provide the plans and assistance for rural electrification of project sites and communities being developed;

The Local Water Utilities Administration shall provide the plans and assistance for water system in the project sites;

The Development Bank of the Philippines shall provide appropriate loans to enable settlers to undertake livelihood activities and shall arrange with other government financing agencies to provide similar assistances;

The Budget Commission shall give due course to the request for funds by the participating agencies and to effect the necessary transfer of funds from the cooperating agencies to the SPDA to liquidate the advances made by the Administration.
