GPPB RESOLUTION NO. 16-07
DELEGATING TO THE CHAIR AND ALTERNATE CHAIR OF THE GOVERNMENT PROCUREMENT POLICY BOARD (GPPB) THE AUTHORITY TO REVIEW AND SIGN POLICY OPINIONS ISSUED BY THE GPPB
WHEREAS, Section 63 of Republic Act (R.A.) No. 9184, otherwise known as the "Government Procurement Reform Act" and Section 63.1 of its Implementing Rules and Regulations Part A (IRR-A) mandate the GPPB to formulate and amend public procurement policies, rules and regulations, and amend, whenever necessary, the IRR-A; AaDSEC
WHEREAS, to address questions and concerns raised by various agencies of the government, the GPPB issues policy opinions on issues brought before it; deliberated upon as a collegial body, and resolved during its meetings;
WHEREAS, after a GPPB meeting, the GPPB Technical Support Office (GPPB-TSO), acting as secretariat, prepares the draft policy opinion, disseminates said draft to the members of GPPB's Inter-Agency Technical Working Group and the GPPB, and incorporates their comments and proposed revisions to the policy opinion;
WHEREAS, routing the final draft of the policy opinion once again to the GPPB members for their signature consumes a lot of time and resources;
WHEREAS, for purposes of expediency, the GPPB-TSO recommends that authority be delegated to the Chair of the GPPB, and in his/her absence, the Alternate Chair of GPPB, to finalize and sign policy opinions issued by the GPPB;
NOW, THEREFORE, for and in view of all the foregoing, WE, the Members of the GOVERNMENT PROCUREMENT POLICY BOARD, by virtue of the powers vested on US by law, hereby RESOLVE to delegate to the Chair, and in his or her absence, the Alternate Chair, the authority to finalize and sign policy opinions on matters discussed and resolved by the GPPB. This resolution shall take effect immediately.
