Proclamation No. 1723, issued on February 11, 2009, declares February 24, 2009, as a special (non-working) day in the Province of Zamboanga Sibugay. This date marks the Charter Day anniversary of the province, allowing its residents to celebrate the occasion with appropriate ceremonies. The proclamation is signed by Executive Secretary Eduardo R. Ermita, under the authority of then-President Gloria Macapagal-Arroyo. This measure aims to provide the people of Zamboanga Sibugay the opportunity to engage in local festivities.

DECLARING TUESDAY, FEBRUARY 24, 2009, AS SPECIAL (NON-WORKING) DAY IN THE PROVINCE OF ZAMBOANGA SIBUGAY
WHEREAS, Tuesday, February 24, 2009, marks the Charter Day anniversary of the Province of Zamboanga Sibugay;
WHEREAS, it is but fitting and proper that the people of the Province of Zamboanga Sibugay be given full opportunity to celebrate the occasion with appropriate ceremonies.
NOW, THEREFORE, I, EDUARDO R. ERMITA, Executive Secretary, by authority of Her Excellency, GLORIA MACAPAGAL-ARROYO, do hereby declare Tuesday, February 24, 2009, as special (non-working) day in the Province of Zamboanga Sibugay.
