Proclamation No. 2008, issued on February 22, 2010, designates March 8, 2010, as a special (non-working) day in the Province of Compostela Valley. This declaration coincides with the "Bulawan Festival 2010," which celebrates the 12th Foundation Day anniversary of the province. The proclamation aims to provide the people of Compostela Valley the opportunity to celebrate the occasion with appropriate ceremonies. It is authorized by Executive Secretary Eduardo R. Ermita under the authority of then-President Gloria Macapagal-Arroyo.

DECLARING MONDAY, MARCH 8, 2010, AS SPECIAL (NON-WORKING) DAY IN THE PROVINCE OF COMPOSTELA VALLEY
WHEREAS, Monday, March 8, 2010, marks the "Bulawan Festival 2010": 12th Foundation Day anniversary of the Province of Compostela Valley; EaISDC
WHEREAS, it is but fitting and proper that the people of the Province of Compostela Valley be given full opportunity to celebrate the occasion with appropriate ceremonies.
NOW, THEREFORE, I, EDUARDO R. ERMITA, Executive Secretary, by authority of Her Excellency, GLORIA MACAPAGAL-ARROYO, do hereby declare Monday, March 8, 2010, as special (non-working) day in the Province of Compostela Valley.
