Proclamation No. 1731, issued on February 26, 2009, declares February 27, 2009, as a special (non-working) day in the City of Escalante, Negros Occidental. This proclamation recognizes the Charter Day Anniversary of the city, allowing residents to celebrate the occasion with appropriate ceremonies. The declaration is made by Executive Secretary Eduardo R. Ermita, under the authority of then-President Gloria Macapagal-Arroyo. The proclamation is formalized with the seal of the Republic of the Philippines.

DECLARING FRIDAY, FEBRUARY 27, 2009, AS SPECIAL (NON-WORKING) DAY IN THE CITY OF ESCALANTE, PROVINCE OF NEGROS OCCIDENTAL
WHEREAS, Friday, February 27, 2009, marks the Charter Day Anniversary of the City of Escalante;
