Proclamation No. 1994, issued on February 8, 2010, declares February 10, 2010, as a special (non-working) day in Laoag City. This declaration is in recognition of "Laoag City Day" and the feast of its patron saint, St. William the Hermit. The proclamation aims to allow the citizens of Laoag to fully participate in the celebrations as a day of thanksgiving and community renewal. The order was signed by Executive Secretary Eduardo R. Ermita under the authority of then-President Gloria Macapagal-Arroyo.

DECLARING WEDNESDAY, FEBRUARY 10, 2010, AS SPECIAL (NON-WORKING) DAY IN LAOAG CITY
WHEREAS, Wednesday, February 10, 2010, the City of Laoag marks the "Laoag City Day" and celebrates the feast of its patron saint, St. William the Hermit; CHTAIc
WHEREAS, in order to give the people of the City of Laoag full opportunity to celebrate the festival as a day of thanksgiving and renewal of love for their city, it is but fitting and proper to declare February 10, 2010 as non-working day.
NOW, THEREFORE, I, EDUARDO R. ERMITA, Executive Secretary, by authority of Her Excellency, GLORIA MACAPAGAL-ARROYO, do hereby declare Wednesday, February 10, 2010, as special (non-working) day in Laoag City.
