Proclamation No. 2033, issued on March 31, 2010, declares April 5, 2010, as a special (non-working) day in the Province of Pangasinan to commemorate its Foundation Day anniversary. This designation allows the residents to celebrate the occasion with appropriate ceremonies. The proclamation was signed by Executive Secretary Leandro R. Mendoza, under the authority of then-President Gloria Macapagal-Arroyo. The official seal of the Republic of the Philippines was affixed to the proclamation.

DECLARING MONDAY, APRIL 5, 2010, AS SPECIAL (NON-WORKING) DAY IN THE PROVINCE OF PANGASINAN
WHEREAS, Monday, April 5, 2010, marks the Foundation Day anniversary of the Province of Pangasinan; SACHcD
WHEREAS, it is but fitting and proper that the people of the Province of Pangasinan be given full opportunity to celebrate the occasion with appropriate ceremonies.
NOW, THEREFORE, I, LEANDRO R. MENDOZA, Executive Secretary, by authority of Her Excellency, GLORIA MACAPAGAL-ARROYO, do hereby declare Monday, April 5, 2010, as special (non-working) day in the Province of Pangasinan.
