PROCLAMATION NO. 96
DECLARING 26 NOVEMBER 2022 AS A DAY OF NATIONAL MOURNING OVER THE PASSING OF NATIONAL ARTIST ARTURO LUZ
WHEREAS, the passing of National Artist Arturo Luz is a great loss to our nation;
WHEREAS, his prestigious influence as a pillar of Filipino visual arts and his lifelong dedication to preserve and develop the country's cultural and artistic heritage will always be an inspiration to the Filipino people;
WHEREAS, the nation mourns and joins the family and friends of National Artist Arturo Luz in this moment of sorrow; and
WHEREAS, pursuant to Section 27 (k), Chapter 1 of the Implementing Rules and Regulations of Republic Act No. 8491 or the "Flag and Heraldic Code of the Philippines," in relation to Proclamation No. 1001 (s. 1972), as amended, the flag shall be flown at half-mast as a sign of mourning on all buildings and places where it is displayed on the day of the interment of the recipients of the National Artist award;
NOW, THEREFORE, I, FERDINAND R. MARCOS, JR., President of the Philippines, by virtue of the powers vested in me by the Constitution and existing laws, do hereby declare 26 November 2022 as a Day of National Mourning over the passing of National Artist Arturo Luz.
As provided for by law, the national flag shall be flown at half-mast from sunrise to sunset, on all government buildings and installations throughout the Philippines and abroad, on 26 November 2022.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
DONE in the City of Manila, this 15th day of November, in the year of Our Lord, Two Thousand and Twenty-Two.
