DA-BAI ADMINISTRATIVE CIRCULAR NO. 07-16
| SUBJECT | : | Guidelines in the BAI Certification of Poultry Hatchery Facilities |
WHEREAS, there is a need to safeguard the health of our nation's livestock and poultry resources at the primary and various stages of production to enhance global competitiveness and improve viability of farmers;
WHEREAS, hatchery facilities is one relevant establishment to improve the production and market qualities of chicks and reduce diseases attributed to hatchery disseminated diseases such as Salmonella pullorum and Salmonella enteritidis;
WHEREAS, some disease organisms can adversely affect developing embryos, hatchability and chick quality as these organisms can establish themselves in the hatchery and incubation equipment.
NOW, THEREFORE, I, PROCESO J. ALCALA, Secretary of Agriculture, in accordance with the powers vested in me by law, do hereby issue this Administrative Circular prescribing guidelines in the certification of poultry hatcheries.
SECTION 1. Objectives. —
To set the minimum standard requirement in the certification of hatchery facilities to monitor and safeguard the health and welfare status of poultry at this relevant stage of production and ensure the quality of chicks produced.
SECTION 2. Scope and Limitations. —
This guideline will be applicable to any individual or group of individuals engaged in hatchery operations/establishments that operates hatchery equipment for the production of chicks.
SECTION 3. Definition. —
BAI means the Bureau of Animal Industry, the competent government agency of the Department of Agriculture that is responsible for formulating programs for the prevention, control and eradication of animal diseases and for the development and expansion of the livestock and poultry industries and recommend policies and procedures governing flow of livestock products as well as the proper preservation and inspection of such products.
Disinfection means the application of approved chemical agents and/or physical methods, after thorough physical cleaning (dry and wet washing) of a facility, for the purpose of destroying the infectious or parasitic agents of poultry diseases, including zoonoses (Salmonella, Avian Influenza, etc.) HEITAD
Establishment means the premise of farm where the breeding poultry are intended to be raised or kept and which shall be subject for assessment and evaluation under the supervision of the competent government authority of the country.
Hatcher a machine where the eggs lay still for the last 2-3 days (for chickens) of the incubation cycle.
Hatchery an establishment which incubates and hatches eggs and supplies day-old chicks.
Laboratory means a properly equipped institution staffed by technically competent personnel specialized in veterinary diagnostic methods.
Monitoring means the activity that involves on-going programs directed at the detection of changes in the prevalence of disease in a given population and in its environment.
Poultry means fowl, turkeys, guinea fowl, ducks, geese, quails, pigeons, pheasants, partridges and ratites reared or kept in captivity for breeding, the production or meat or eggs for consumption, or for re-stocking.
Setter a machine where the eggs lay still for the first 18-19 days of the incubation cycle.
SECTION 4. Details of Requirements. —
1. Minimum Legal Requirements:
1.1 Animal welfare registration pursuant to RA 8485 as amended by RA 10631
1.2 Current Business permits issued by LGUs
1.3 Every hatchery shall keep such records of operation as the regulations of the Department of Agriculture may require for the proper inspection of said hatchery. The records of operation shall consist of a permanent record showing the name and address of the flock owner of all eggs received, together with the number of eggs and date received; also, a permanent record of all hatching eggs and baby chicks sold, with number, flock origin, date and name and address of purchaser. They also shall keep a permanent record of all flock inspections and test reports.
2. Animal Health Measures:
All chicks and hatching eggs produced, sold or offered for sale shall originate in flocks from BAI accredited breeder/commercial layer facilities. If imported, it should be sourced from an OIE recognized LPAI or HPAI free countries or zones.
3. Infrastructure and Facilities:
3.1 The establishment must be security fenced (Concrete/Concrete and Cyclone Barbed Wire combination, Minimum of 6ft. in Height) or isolated by natural barriers and should be easily identifiable.
3.2 The hatchery should have only one main entry point to each facility and measures for restricting entry of visitors and vehicles should be available at the entry point.
3.3 The establishment should have adequate supply of electrical power, potable water, proper drainage and good access roads.
3.4 Floors and walls must be durable, solid, washable and impermeable to sanitation procedures.
3.5 There should be a documented cleaning and sanitation program.
3.6 The lighting, ventilation and temperature system should be appropriate to the operation.
3.7 The hatchery should be physically and operationally separate from the breeding and growing/rearing facilities.
3.8 The lay-out should include physical separation of the following functional areas:
3.8.1 Receiving and sorting/grading of eggs
3.8.2 Egg storage
3.8.3 Washing/disinfection of equipment
3.8.4 Incubation
3.8.5 Hatching and candling room
3.8.6 Vaccination
3.8.7 Sorting, sexing, processing and other handling of day-old birds
3.8.8 Processing and packaging of goods for dispatch
3.8.9 Storage of egg boxes and boxes for DOCs, egg flats, chick box liner, chemicals and other items
3.9.0 Waste disposal (waste, dead birds, poultry litter)
3.9.1 Personnel/visitor changing, shower and sanitary facilities
3.9.2 Dining area for personnel
3.9.3 Office space
3.9 The building must have adequate bird and rodent proofing.
4. Operations:
4.1 The flow of operations must be based on a one-way traffic for eggs, chicks, mobile, equipment and personnel and documented as a written one-way circuit plan.
4.2 Records should be maintained and contain relevant information on the origin and date of arrival of eggs for each flock, including the following data: fertility, hatchability, any abnormalities, vaccination program and laboratory test, results, treatments, destination and number of dead-in-shells/culls and destination of DOCs. These records should be in place and kept for 3 years.
4.3 Records on cleaning and disinfection of hatchery building and equipment should be maintained and available for inspection on site.
4.4 The hatchery should have a written biosecurity/sanitation program with the following provisions: ATICcS
4.4.1 The establishment should provide vehicle and personnel disinfection facilities at critical points of entry and hatchery.
4.4.2 There must be controlled and recorded entry/visits of authorized personnel and vehicles.
4.4.3 There is a sanitation program covering disinfection and cleaning of eggs, incubators, hatchers, facility, ventilation system, equipment, vehicles and personnel procedures.
4.4.4 All personnels and visitors entering the establishment should preferably shower and change into clean clothes and footwear provided by the establishment. If impractical, clean outer garments (coveralls, head covering and footwear) should be provided.
4.4.5 Record of hatchery and equipment cleaning and disinfection must be maintained.
4.4.6 Delivery vehicles must be cleaned and disinfected before loading eggs/chicks.
4.4.7 Egg/chick handlers observe proper hand washing before and after working and in-between batches of eggs/chicks from different flocks.
4.4.8 Disinfection products must be government approved and registered and procedures for its usage must be displayed in the work area.
4.4.9 All hatchery waste, garbage and discarded equipment should be promptly removed and disposed in a safe and effective manner (incineration or burying in accordance with DENR & LGU regulations).
5. Disease Monitoring Programs:
5.1 The establishment should have a documented monthly monitoring program covering eggs, surfaces, equipment for Salmonella pullorum, S. enteritidis, E. coli, Mycoplasma gallisepticum, Aspergillosis and other specific pathological organisms if the need arises.
5.2 The establishment should use serological and/or microbiological tests to determine whether an infection is present.
5.3 Samples for testing must be taken as appropriate for the particular infection, such as blood/serum, fresh fecal samples, culled, sick or dead birds, down, fluff, dander or dust taken from incubators/hatchers, dead-in shell embryos, infertile eggs, swabs from hatchery walls.
5.4 The establishment should conduct water sample analysis at least quarterly to monitor water quality.
5.5 The hatchery owner/manager/operator should notify the BAI of any variation in production performance or any other signs suggesting the presence of an infectious poultry disease within 24 hours of its occurrence and must send the appropriate samples needed for laboratory diagnosis.
5.6 If vaccinations are carried out in DOCs, there should be a record of its use with approved poultry vaccines. Details and records must be maintained for 5 years.
6. Laboratory testing:
6.1 The establishment should have its own laboratory or an access to BAI approved laboratory to undertake diagnostic tests for the poultry diseases in accordance with the OIE Manual of standards for diagnostic tests and vaccines.
6.2 Tests for contaminants and residues should follow internationally accepted standards.
7. Staff competence:
7.1 The establishment should employ qualified/competent personnel in hatchery operations.
7.2 The establishment should provide a documented training program for staff on hatchery operations, as well as disease prevention and control.
8. Product verification and Traceability:
8.1 The establishment should implement a product verification system which would identify:
8.1.1 Name and address of supplier and clients
8.1.2 Date of shipment
8.1.3 Description of products (volume, breed)
8.1.4 Country/place of origin
8.1.5 Vaccination and medication programs
8.1.6 Batch number (to identify parent flock, day of collection, date hatched)
8.1.7 Other information as deemed necessary by the BAI
8.2 A detailed records must be maintained for each setter, hatcher/day, number of chicks dispatched/number of dead/culled chicks, number of infertile eggs removed, identity of buyer and destination of infertile and fertile eggs. Records must be kept for 3 years. TIADCc
SECTION 5. Support to Laboratory Diagnosis. —
The Department of Agriculture shall provide funds to the Veterinary Laboratory Division-Animal Disease Diagnosis and Reference Laboratory (VLD-ADDRL) to conduct the necessary tests and to accredit and capacitate DA Regional Animal Disease and Diagnostic Laboratories, private diagnostic/quality control laboratories, university/college animal disease diagnostic laboratories.
SECTION 6. Application and Approval Procedures. —
6.1 The applicant shall duly accomplish and submit application documents in person or through email.
6.2 The BAI Secretariat, which will be designated by the BAI Director, shall review completeness and veracity of the documents submitted.
6.3 Complete application shall be endorsed to the Inspection Team designated by the BAI Director for inspection, evaluation and sample collection.
6.4 The Inspectors shall conduct evaluation based on Section 4 of this guideline and submit samples collected at the VLD-ADDRL for testing.
6.5 The laboratory results, other findings and recommendations will be submitted by the Inspection Team to the BAI Director in the form of an evaluation report.
6.5 n The BAI Director shall approve/disapprove the application based on the evaluation report.
6.6 If the application is approved, a Certification will be issued to the applicant.
6.7 If the application is disapproved, the BAI Director will inform the applicant in writing stating the basis of disapproval.
SECTION 7. Certification Fees, Renewal, Validity. —
7.1 Certificate Fee — P100.00
Laboratory Fees — shall be borne by the Applicant
7.2 Validity of Accreditation is good for ONE (1) YEAR
7.3 Renewal Procedure
Application for renewal shall be done ONE (1) month prior to expiration date of the certification. Upon receipt of request for renewal, an inspection shall be conducted within THIRTY (30) working days.
SECTION 8. Post-Certification Monitoring. —
The BAI may conduct, upon advance notice to the hatchery, inspection of the facility to monitor compliance as stipulated in Section 4 of this guideline.
SECTION 9. Review and Supplementary Guidelines. —
In consultation with the poultry industry stakeholders, the DA-BAI conducts regular review of the guideline and may issue supplementary guidelines as necessary to continually improve the certification program.
SECTION 10. Effectivity. —
This Order shall take effect after Fifteen (15) Days following the completion of its signing and publication in a newspaper of national circulation or in the Official Gazette or its filing with the UP Law Center.
It can only be revoked by writing through the issuance of another AO or Memorandum.
