Memorandum Order No. 356, issued on March 29, 1996, establishes a LEDAC Task Force focused on the Headquartering Bills Program for Commercial and Support Services in the Philippines. Chaired by Secretary Rizalino S. Navarro, the Task Force includes various congressmen and senators tasked with consolidating existing and proposed legislation aimed at attracting multinational companies to relocate their headquarters and operations to the country. The initiative also includes plans for a one-stop-shop processing facility to streamline the establishment process. The Memorandum takes effect immediately.

MEMORANDUM ORDER NO. 356
CREATING A LEDAC TASK FORCE ON HEADQUARTERING BILLS PROGRAM FOR COMMERCIAL AND SUPPORT SERVICES
There is hereby created a LEDAC Task Force on Headquartering Bills Program for Commercial and Support Services to be composed of the following:

The Task Force shall be responsible for consolidating all the bills pending and those still to be filled in the Senate and in the House seeking the creation of a hospitable climate for multi-national companies to transfer their headquarters and operations in the country, including the setting-up of one-stop-shop processing facility. cd
This Memorandum shall take effect immediately.
