Creation of Inter-agency Committee To Relocate Squatter Families Along R-10 Right-of-Way

MEMORANDUM ORDER NO. 331

CREATING AN INTER-AGENCY COMMITTEE TO RELOCATE SQUATTER FAMILIES AND CLEAR HAZARDOUS STRUCTURES ALONG THE ENTIRE STRETCH OF THE R-10 ROAD RIGHT-OF-WAY

WHEREAS, the 1994 census and tagging operation jointly conducted by the City of Manila and the National Housing Authority showed the existence of 5,276 squatter households and 1,627 structures on the R-10 road right-of-way; cdt

WHEREAS, the R-10 road is a major transportation artery in Metro Manila and the continued presence of squatter families along said road poses serious danger to life and limb;

WHEREAS, there is a need to relocate said squatter families to ensure safer living conditions;

WHEREAS, there is a need for swift and coordinated action to immediately clear the R-10 road right-of-way and to prevent further proliferation along this road of hazardous structures;

WHEREAS, the creation of an Inter-Agency Committee for this purpose would facilitate the immediate relocation of the squatter families along the R-10 road right of way;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:

SECTION 1. Creation of an Inter-Agency Committee to Relocate Squatter Families and Clear the R-10 Road of Hazardous Structures. — There is hereby created an Inter-Agency Committee which is designated to immediately relocate all squatter families and clear all hazardous structures along the entire stretch of the R-10 road right-of-way.

SECTION 2. Composition. — The Committee shall be chaired by the Cabinet Officer for Regional Development of the National Capital Region (CORD-NCR) and shall be composed of:

a. The National Housing Authority

b. The Department of Public Works and Highways

c. The City of Manila

d. The Department of Social Welfare and Development

e. The Presidential Commission for the Urban Poor

f. The Philippine National Police

SECTION 3. Tasks. — The Committee shall undertake the following tasks:

a. Verify immediately the precise number of squatter families and structures occupying the entire stretch of the R-10 road;

b. Identity relocation sites for the affected squatter families;

c. Formulate a work plan for the speedy clearing of the R-10 road of all squatter families and structures;

d. Clear the entire R-10 road right-of-way of all squatters and structures as soon as possible;

e. Submit progress reports and a final report on its work to the President, copy furnished the Executive Secretary; and

f. Perform such other functions and responsibilities as the President may direct.

SECTION 4. Effectivity. — This Memorandum Order shall take effect immediately.
