LETTER OF INSTRUCTIONS NO. 540

TO : All Government Offices, Agencies and Instrumentalities, Including the Concerned Local Government Units

In order to ensure the prompt implementation of the first copper smelter project, there is hereby constituted an inter-agency task force composed of:

The Presidential Assistant on Economic  
and Development Affairs — Chairman
The Representative of the Department of  Industry — Vice-Chairman
The Representative of the Department of   
Local Government and Community Development — Member
The Representative of the Department of   
Agrarian Reform — Member
The Representative of the Department of   
Public Highways — Member
The Representative of the Department of Public  
Works, Transportation and Communications — Member
The Administrator, Philippine Ports Authority — Member
The Director, Bureau of Lands — Member
The Director, Bureau of Forestry — Member
The Commissioner, Bureau of Customs — Member
The Commissioner, National Pollution   
Control Commission — Member
The Representative of PASAR — Member
The Municipal Mayor of San Juan, Batangas — Member

The task force shall provide effective support and assistance to the Philippine Associated Smelting and Refining Corporation in terms of: aisa dc

a. Mobilizing and coordinating all assistance necessary from various government agencies;

b. Identifying problem areas and expediting solutions thereof; and

c. Performing other support activities as may be necessary to implement the copper smelter project.

The task force is hereby authorized to call upon any sector or Government agency or instrumentality to provide such assistance as may be necessary for the task force to carry out its functions effectively.

The Presidential Management Staff shall act as the Secretariat for the task force.
