PRESIDENTIAL DECREE NO. 691
CREATING THE POSITION OF SPECIAL ASSISTANT TO THE SECRETARY OF FINANCE
WHEREAS, the Department of Finance has pursued a vigorous policy of negotiating tax treaties with the different foreign countries to avoid double taxation of income and fiscal evasion and to enhance the flow of international trade to the Philippines;
WHEREAS, the Department's Staffing Pattern does not provide for a highly specialized technical positions to handle especially tax treaties, international problem in taxation, and legislations related thereto; and
WHEREAS, there is a need for a Special Assistant to help and advise the Secretary of Finance in matters of policies, technical problems, and problems of administration of the Bureau under it. cd i
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers in me vested by the Constitution, do hereby order and decree that a position of Special Technical Assistant to the Secretary of Finance be created and included in the Staffing Pattern of the Department of Finance, with a salary of P36,000.00 per annum, to take effect immediately. cdt
