SUPREME COURT MEMORANDUM ORDER NO. 45-10
CREATING A COMMITTEE TO INVESTIGATE THE VIOLENCE THAT OCCURRED DURING THE CULMINATION OF THE 2010 BAR EXAMINATIONS
WHEREAS, an explosive device went off near De La Salle University, along Taft Avenue, on 26 September 2010, during the last Sunday of the 2010 Bar Examinations, resulting to injuries to a number of individuals;
WHEREAS, a number of the individuals who sustained injuries were law students and those pursuing admission to the practice of law;
WHEREAS, under Section 5 (5), Article 8, 1987 Constitution, the Supreme Court shall have the power to promulgate rules concerning the admission to the practice of law and the Integrated Bar;
WHEREAS, there is a need to create an investigating committee to investigate the circumstances regarding the explosion which led to the injuries of a number of individuals during the last Sunday of the 2010 Bar Examinations, recommend the filing of appropriate charges, including criminal and civil prosecution, against those behind the acts of violence, and propose measures to prevent the occurrence of similar incidents in the future, and strengthen the security protocols in succeeding bar examinations;
NOW THEREFORE, an Investigating Committee is hereby CREATED to investigate the circumstances regarding the explosion which led to the injuries of a number of individuals during the last Sunday of the 2010 Bar Examinations, recommend the filing of appropriate charges, including criminal and civil prosecution, against those behind the acts of violence, and propose measures to prevent the occurrence of similar incidents in the future, and strengthen the security protocols in succeeding bar examinations, composed of the following: cISAHT
