LETTER OF INSTRUCTIONS NO. 51

You are hereby constituted into a Special Task Force to prepare a study of a salary promotion scheme which can be adopted for implementation for all public school teachers effective next fiscal year, if not possibly earlier.
The study must include specific sources of funding for any recommended plan for salary increase of our school teachers, and the rationale and justifications therefor.
In preparing such study, you should consider as primary factor that we need first and foremost, in the task of building a New Society, the steady, reliable, competent and active participation of our school teachers, for it is they who have direct contact and the most powerful influence with the young. cdt
You must also bear in mind that under the proposed Constitution, the government is required to provide the standardization of the salary of civil servants such that we do not witness the present anomalous condition of teachers receiving lower pay than janitors.
I need not stress the importance of your study, which in time we may also use as a basis in preparing similar salary promotion schemes for all other employees of the government.
