LETTER OF INSTRUCTIONS NO. 703

You are hereby directed to conduct a study on the issue of financing private education in the Philippines, with the view to provide for a more definitive government policy on financing of and assistance to private institutions of learning or programs. Since the issue on tuition fees or charges is but an aspect of the general problem of financing the fairly large private education sector, the study should include possible amendments to Presidential Decree No. 451, especially as regard the basis and possible maximum rate of increase that may be allowed, the frequency and timing of such increase, and the equitable and reasonable allocation or distribution of the incremental proceeds of any increase in tuition fees or charges of private schools, in line with existing policies and in pursuance to the principle that education is a social service function of the State. aisa dc
In the conduct of the study, you are hereby authorized to consult with and request the assistance of private educational institutions or associations, and require the submissions of necessary and relevant data and information.
Your report hereon, with the recommendations as you may deem appropriate to include for reconsideration, shall be submitted within six (6) months from date.
