Conduct in Manila of All Bidding for Procurement of Equipment, etc. for OECF, Japan Representative Office
Letter of Instructions No. 398, issued on April 21, 1976, mandates that all procurement bidding for projects financed by Yen Loans from the Overseas Economic Cooperation Fund (OECF) be conducted in Manila, starting with the 4th Package. Undersecretary Oscar Rodriguez is designated as the Implementing Officer to oversee these biddings without interference from executing agencies, although he must consult and coordinate with them. Rodriguez is required to submit his recommendations for approval before any contracts are finalized. This order remains effective until further notice.

LETTER OF INSTRUCTIONS NO. 398
TO : All Government Offices Concerned
In view of the establishment of an Overseas Economic Cooperation Fund, Japan, representative office in Manila, all bidding for the procurement of equipment, supplies and materials and/or services, for projects financed out of Yen Loans, shall, starting with the 4th Package be conducted in Manila. In order however to insure an efficient and expeditious implementation of such loans, and in view of his long experience and familiarity with OECF regulations, all such biddings, shall be conducted only by Undersecretary Oscar Rodriguez, in his capacity as Implementing Officer, without interference from the executing agencies. Mr. Rodriguez, however shall closely coordinate and consult with the executing agencies in this regard, and will invariably submit his recommendations to this office for approval, before any contract shall be entered into.
This order shall remain effective until otherwise ordered by me or by my duly designated representative.
