The Commission hereby issues guidelines for the assessment of fees for the development and sale of townhouses, townhouse condominiums and subdivisions with housing components with the approval of the said guidelines in COMPRO Resolution No. R-379 dated 17 April 1987, hereunder quoted in full, to wit:
"WHEREAS, there is a need to clarify the basis and ensure uniformity of procedure for assessment of fees for development and sale of Townhouses and subdivision projects with housing components;
"NOW, THEREFORE, BE IT RESOLVED as it is hereby resolved that the following guidelines for assessment of fees for the development and sale of Townhouses, Townhouse condominiums and subdivision projects with housing components be approved as the same are hereby approved:
1. The existing practice of computing the processing of the license and inspection fees for the development and sale of townhouses processing, based on the rates for condominium projects shall continue, pending a more comprehensive study and revision of Commission's schedule of fees;
2. This practice shall also be observed in applications for approval, registration and licensing of subdivision projects with housing components, where building plans thereof are to be acted upon by this office;
3. Townhouse condominium projects shall continue to be subject to the same rates as regular condominium;
4. Owners/developers of townhouse project desiring to secure a Certificate of Completion for purposes of donation/turnover of road lots and open spaces may be reissued certificates of completion for the horizontal component of the project only, fees for which shall be the same as those charged for regular subdivision projects. However, such certification shall not relieve the developer of liability for development/repair maintenance of the vertical/structural components of the projects."
