LETTER OF INSTRUCTIONS NO. 251

You are hereby advised of the changes in the terms and conditions of the contract between the Republic of the Philippines and the Pacific Equipment Corporation for the construction of the Laoag Airport entered into on May 30, 1974, and made effective on October 1, 1974. The changes in the terms and conditions of the contract are as follows:
(1) Supervision of Project. — The supervision of the construction of the Laoag Airport is hereby transferred from the Director of Civil Aeronautics Administration to the Secretary of Public Highways.
(2) Payments. — All payments of work accomplished shall be approved by the Provincial Governor of Ilocos Norte based on the pay estimates approved by the Department of Public Highways Project Engineer and the Provincial Engineer.
All other terms and conditions stipulated in the contract shall remain the same.
(3) The supervision of the construction of all airports anywhere in the country presently under the Director of Civil Aeronautics Administration, including the detailed engineering and construction of the Manila International Airport, shall be transferred to the Secretary of Public Highways. cdt
This Letter of Instruction shall be implemented immediately.
DONE in the City of Manila, this 14th day of February, in the year of Our Lord, Nineteen Hundred and Seventy-Five.
