PRESIDENTIAL DECREE NO. 59
AUTHORIZING THE PRESIDENT OF THE PHILIPPINES TO OBTAIN SUCH LOANS OR INCUR SUCH INDEBTEDNESS AS MAY BE NECESSARY TO FINANCE THE ACQUISITION OF COMMUNICATIONS EQUIPMENT
WHEREAS, under Letter of Instruction No. 36 and Letter of Instruction No. 36-A, dated October 28, 1972 and November 5, 1972, respectively, the "Do Tank" was organized and Presidential Regional Officers for Development (PROD) were designated to ensure the speedy and effective implementation of programs of reform;
WHEREAS, to attain the objectives of said Letters of Instruction, there is need to provide a communications system through which Presidential direction and control, coordination, monitoring and supervision of PROD's can be effectively achieved;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution as Commander-in-Chief of the Armed Forces of the Philippines, and pursuant to Proclamation No. 1081, dated September 21, 1972, and General Order No. 1, dated September 22, 1972, do decree that the (attached Authority for the Acquisition of Communications Equipment) is hereby adopted and made a part of the Law of the Land. casia
