Authorizing the Filing in the Proper Court of Claims of Title to Certain Parcels of Public Land
Republic Act No. 931, enacted on June 20, 1953, allows individuals who claimed title to parcels of land subject to cadastral proceedings and were in actual possession at the time of the survey, but failed to file their claims within the legal timeframe, to petition for the reopening of judicial proceedings. This opportunity is available for five years following the Act's approval, provided that the land has not been disposed of by the Government. The competent Court of First Instance must notify the Solicitor General and, if conditions such as tax payments are met, may reopen the proceedings. Claimants with pending applications under the Public Land Act may choose to withdraw their applications or pursue their rights under this Act.
