Authorizing the Director of Education to Issue Regulations on Uniforms of Public School Students
Act No. 3859, approved on November 13, 1931, empowers the Director of Education in the Philippines to establish regulations regarding the clothing of students in public high schools and various vocational institutions. The act mandates that uniforms must be made from simple and economical materials, prioritizing local products, and considers the financial capabilities of students' families to ensure affordability. It explicitly prohibits the use of expensive materials such as silk and wool for uniforms. Additionally, this act repeals the earlier Uniform Law (Act No. 3414) and is set to take effect in the school year beginning June 1932.
