| SUBJECT | : | Authority to Use Disaster Preparedness and Response Program Funds (Planning, Monitoring and Evaluation of DRRM/CCA/EIE Implementation) for COVID-19 Preparedness and Response Measures |
Relative to the Disaster Preparedness and Response Program (DPRP) funds for the implementation of Disaster Risk Reduction and Management (DRRM), Climate Change Adaptation (CCA) and Education in Emergencies (EiE) that was comprehensively released to regions, where the amount allocated for divisions was then downloaded from regions to divisions, Regional Offices (ROs) and Schools Division Offices (SDOs) are hereby authorized to use up to 50% of the allocated funds for Planning, Monitoring and Evaluation of DRRM/CCA/EiE Implementation for COVID-19 preparedness and response measures (See Annex 1 for Allocation List).
In this regard, authority to use the abovementioned funds for the following expenses is given to ROs and SDOs:
1. Activities involving critical, urgent, and appropriate measures to curtail and eliminate the COVID-19 threat are permissible under Planning, Monitoring and Evaluation of DRRM/CCA/EiE Implementation. These include, but are not limited to projects and activities undertaken by the DRRM Teams and Task Force in DepEd ROs, SDOs and Schools created for COVID-19.
2. The following expenses incurred when undertaking critical, urgent, and appropriate measures to curtail and eliminate the COVID-19 threat may include:
• Acquisition of Personal Protective Equipment (PPE) for DepEd COVID-19 DRRM Teams and Task Force in ROs and SDOs, and DepEd COVID-19 DRRM Teams and Task Force in schools used as quarantine areas;
• Vitamins or similar supplements to boost the immune system of DepEd COVID-19 DRRM Teams and Task Force in ROs and SDOs, and DepEd COVID-19 DRRM Teams and Task Force in schools used as quarantine areas;
• Medical Supplies (i.e., medicines, thermal scanner) for DepEd COVID-19 DRRM Teams and Task Force in ROs and SDOs, and DepEd COVID-19 DRRM Teams and Task Force in schools used as quarantine areas;
• Disinfectants and hygiene supplies (i.e., hand soaps) for DepEd COVID-19 DRRM Teams and Task Force in ROs and SDOs, and DepEd COVID-19 DRRM Teams and Task Force in schools used as quarantine areas;
• Expenses incurred for the delivery of procured supplies and equipment;
• Food expenses, travel expenses, communication expenses and other miscellaneous expenses of DepEd COVID-19 DRRM Teams and Task Force in ROs and SDOs, and DepEd COVID-19 DRRM Teams and Task Force in schools used as quarantine areas.
3. Procurement of supplies and equipment can be implemented by region and division offices. Suggested list of supplies and PPEs (based on the PPE set recommended by the Department of Health (DOH)) are provided in Annex 2. Due to limited funds, region and division offices shall practice discretion and prioritization in identifying recipients.
All expenses shall be subject to the usual budgeting, accounting, auditing and procurement rules and regulations, and DepEd issuances for COVID-19.
This augments the funds made available by DM No. 39, s. 2020, which authorizes the use of regular allocations for MOOE and/or Local Funds to implement measures in preparing and responding to COVID-19.
