Authority of President to Appoint Certain AFP Reserve Officers into Regular Force
Republic Act No. 207, approved on May 28, 1948, empowers the President of the Philippines to appoint reserve officers to the regular Armed Forces above the rank of second lieutenant within a two-year period. This authority is granted notwithstanding existing provisions of Commonwealth Act Numbered One, as amended, and is subject to rules set by the President based on the recommendation of the Secretary of National Defense. The Act took effect upon its approval and was published in the Official Gazette in July 1948.

REPUBLIC ACT NO. 207
AN ACT AUTHORIZING THE PRESIDENT OF THE PHILIPPINES WITHIN A PERIOD OF TWO YEARS TO APPOINT OFFICERS FROM THE RESERVE FORCE INTO THE REGULAR FORCE OF THE ARMED FORCES OF THE PHILIPPINES ABOVE THE GRADE OF SECOND LIEUTENANT
SECTION 1. Notwithstanding the provisions of section twenty-two (c) of Commonwealth Act Numbered One, as amended, and under such rules and regulations as the President of the Philippines may prescribe, the President, within the period of two years from the approval of this Act and upon recommendation of the Secretary of National Defense, is hereby authorized to appoint reserve officers into the regular force of the Armed Forces of the Philippines in grades above second lieutenant.
SECTION 2. This Act shall take effect upon its approval.
