Appointment and Removal of Subordinate Officers and Employees in Departments and Bureaus of the Government
Act No. 25, enacted on October 17, 1900, establishes the procedures for the appointment and removal of subordinate officers and employees in various government departments and bureaus in the Philippine Islands. Appointments and removals are to be made by the heads of specific offices, subject to the Military Governor's approval, with all actions reported to the Commission. The Act clarifies that it does not override the provisions of the Civil Service Act, allowing the Commission to revoke or make appointments independently. This law aims to ensure proper governance and oversight within the government workforce.
